Deputies Previously Supported Depriving the State Labor Service of Some Non-Specific Functions
Introduction
On May 24, 2024, the Verkhovna Rada of Ukraine preliminarily supported draft law No. 9219, which provides for the deprivation of the State Labor Service of Ukraine (State Labor Service) of some functions not inherent to it. This decision is aimed at optimizing the activities of the State Labor Service and increasing the efficiency of its main tasks.
Main Provisions of the Draft Law
1. Redistribution of Functions
Draft Law No. 9219 provides for the redistribution of a number of State Labor functions among other state bodies:
Registration and Accounting of Heavy-Duty Vehicles and Other Technological Vehicles:
These functions will be transferred to the Ministry of Internal Affairs (MIA). This will make it possible to concentrate all issues related to the registration of vehicles in one department, which will contribute to more efficient management of this area.
Technical Investigation of the Circumstances and Causes of Accidents Associated with the Use of Gas in Households:
This function will be transferred to the Ministry of Energy (Ministry of Energy) and the State Inspection of Energy Supervision. Such redistribution will allow for the concentration of technical investigations in departments that have the necessary competencies and resources to conduct quality investigations.
Control of Adherence to Advertising Legislation (regarding the Content of Job Advertisements):
This function will be transferred to the State Service of Ukraine for Food Safety and Consumer Protection. Purpose and Expected Results
1. Optimization of State Labor Activities
Depriving the State Labor Service of its extraneous functions will allow the service to focus on its main tasks, such as monitoring compliance with labor legislation and labor protection. This will contribute to increasing the efficiency and quality of performance of the main functions of the service.
2. Increasing the Efficiency of Management
The transfer of functions to other departments that have the appropriate competences and resources will improve the efficiency of management of these areas. This will ensure better performance of the functions of registration of vehicles, technical investigation of accidents and control of advertising legislation.
3. Simplification of Administrative Procedures
The redistribution of functions will facilitate the simplification of administrative procedures for citizens and businesses. Concentrating certain functions in one department will reduce bureaucratic obstacles and improve access to administrative services.

The preliminary approval of draft law No. 9219 by the Verkhovna Rada of Ukraine is an important step towards optimizing the activities of the State Labor Service and improving management efficiency in a number of areas.
