Reservation of employees from mobilization
During the mobilization that Ukraine is currently conducting due to a full-scale war with Russia, there is a need to preserve the functioning of certain strategic sectors of the economy and the state apparatus. To ensure the smooth operation of enterprises, institutions and organizations, a mechanism for booking employees from mobilization is provided.
Reservation of employees is the release of certain categories of employees from being drafted into the ranks of the Armed Forces of Ukraine during mobilization. This makes it possible to preserve the workforce at important enterprises and state authorities to support their activities.
Who is booked from mobilization ? The list of persons to be booked is approved by the Cabinet of Ministers of Ukraine. As a rule, it includes employees of strategic branches of industry, transport, energy, coal industry, communications, heads of state-owned enterprises and local authorities.
Employees of some state institutions (the Ministry of Internal Affairs, the Security Service of Ukraine, the Prosecutor's Office), doctors, firemen, high school teachers, etc., are also immune from mobilization. Lawyers also belong to the category of employees that can be reserved by the employer.
The booking procedure consists in the formation by special commissions of enterprises and institutions of lists of employees who must be booked. These lists are then submitted to district/city military committees, where a final decision is made.
The decision to grant a reservation is formalized by a corresponding order and a document - a reservation certificate. This document confirms that this employee remains at the company during mobilization.
The duration of mobilization armor depends on the strategic importance of the industry. For example, for energy, coal industry, transport, it can last up to a year.
It is important to understand that armor from mobilization is not an absolute guarantee of avoiding conscription. In the event of an aggravation of the situation, the country's leadership may decide to cancel armor for certain categories of workers.
Instead, it is officially impossible to buy armor from mobilization - it contradicts the requirements of current legislation. The authorities warn against such offers, because they may turn out to be a scam.
Therefore, the reservation of employees during mobilization is an important mechanism for supporting the functioning of vital spheres of the economy and the state apparatus. The procedure involves a detailed study of the company's needs and the creation of lists of employees to be booked. The reservation is temporary and subject to regular review depending on the needs of the front.
