Organization of activities of military medical commissions (MMC).
ТекстAccording to the Regulation, military medical examination is carried out by both regular and non-regular VLKs, which include regular and temporary positions. State VLKs are military medical institutions marked with a coat of arms, a corner stamp and a separate form of state ownership.
The Central Military Medical Commission (hereinafter referred to as the Central Military Medical Commission) and regional Military Medical Commissions are the permanent VLKs. The Central Military Commissariat directs combat operations in the Armed Forces of Ukraine and is the main body of military medical examination. The specifics of the rights of TsVLK are set out in subsection 2.3.4 of clause 2.3 of chapter 2 of section I of the Regulation.
Consideration and approval of the resolutions of the non-staff military medical commission, which operates continuously, is entrusted to the regional military commandant's office, determined by the CEC. They also have the authority to make decisions regarding the cause-and-effect relationship of illnesses, injuries and deaths of servicemen and persons released from military service, which is referred to in sub-clause 2.4.3 of clause 2.4. section I of the Regulations.
The regional VLK is entrusted with the coordination of military medical examination, control over the work of subordinate VLKs, providing them with guidance and support in specified areas of responsibility. This includes consideration of applications, proposals, complaints, as well as meetings with visitors to resolve military medical examination issues. The VLK of the region also ensures the proper organization and implementation of medical and rehabilitation services for conscripts and candidates who apply to the VVNIZ. They are also responsible for conducting medical examinations of persons entering military service under both conscription and contract. In addition, the regional VLK provides methodical and practical support to health care bodies and institutions of Ukraine, as well as TCC and SP. The rights of the regional VLK are set out in subsection 2.4.5 of clause 2.4 of chapter 2 of section I of the Regulations.
Control and management of military medical examination in the Naval Forces of the Armed Forces of Ukraine is entrusted to the 18th regional VLK. It is very important to pay close attention to this issue.
The responsibility for organizing and conducting a medical-flight inspection rests with the 11th district VLK. If there is a disagreement with the decision of the regional executive committee, it can be appealed either to the CEC or in court.
The organization of medical support in the Armed Forces of Ukraine is determined by the administrative-territorial zones of responsibility of the regular VLKs for conducting military medical examinations. These areas of responsibility were established by the Ministry of Defense of Ukraine by its order dated November 16, 2016 No. 608, which approved the administrative and territorial areas of responsibility of health care institutions.
There are several types of freelance VLK (LLK) that work on a permanent basis. These include hospital VLK, garrison VLK, medical and flight commissions. The specific procedure for the creation of an LLC is outlined in the Regulation on flight medical examination in the state aviation of Ukraine, which was approved by the Ministry of Defense of Ukraine on November 20, 2017 under number 602.

Non-executive members of the VLC, both permanent and temporary, are elected to serve on the commission. The commission consists of a chairman, a deputy chairman (may be one of the members of the commission), at least three doctors in the commission and a secretary - a specialist with medical education. It is also possible to appoint doctors of other specialties to the VLK.
The head of the institution is responsible for organizing a military medical examination in a health care facility.
VLK of the territorial center of recruitment and social support.
Territorial staffing and social support center (hereinafter referred to as TCC and JV's VLK) is created as part of district (city) TCC and JV. He has the authority to make decisions in accordance with the Regulations. The personnel composition of the VLK at district (city), oblast TCCs and SPs is determined by the orders of the respective heads of TCCs and SPs. These orders are based on the information of the head (heads) of the health care institution regarding the list of medical workers involved in the work of the VLK at the district (city), oblast levels. The list should include relevant specialties.
The responsibility for inspections (reviews) of the persons specified in clause 1.2 of chapter 1 of section I and clause 1.4 of chapter 1 of section II of the Regulations rests with the VLC of the TCC and the SP of AP. In wartime, the verification of medical certificates declaring persons unfit for military service is carried out by reviewing the medical documents submitted to the TCC and SP. In addition, a control medical examination is carried out according to medical indications before referral for approval to the full-time VLK.
In order to obtain complete and objective information about a person's state of health, the duration of medical examinations, laboratory and instrumental studies is carefully determined, including with the possibility of further referral to additional research methods and laboratory tests. It is important to note that these terms cannot exceed 14 days, as specified in clause 2.8 of chapter 2 of section I of the Procedure.

The term of validity of the resolution of the VLK on assessing the suitability of a conscript for military service, which is used for keeping records in peacetime, is extended for 5 years from the date of passing the medical examination. On the contrary, the resolution of the VLK on the assessment of the suitability of a conscript for military service during the draft for mobilization for a certain period remains valid for 1 year after the end of the medical examination.
In the midst of a special period, district and city TCCs and SPs issue resolutions on the unfitness of conscripts for military service. Certificates of illness (Appendix 11 to this Regulation) are attached to these regulations in triplicate, which are submitted for approval to the headquarters medical centers in accordance with the administrative jurisdiction that carries out military medical examination. In addition, during this unique period, the VLKs of district, city TCCs, SPs adopt other resolutions.
To carry out proper control, it is necessary to submit three copies of the certificate of the military medical commission (Appendix 4 to this Regulation). Resolutions of the VLK of TCCs and SPs with the indication "Temporarily unfit for military service (indicate the date of review)" should be sent to the VLKs of regional TCCs and SPs within 5 days. the conclusion of the medical examination.
After passing a medical examination, a person is issued a VLK certificate with a signature and the corresponding date, as specified in clause 3.8 of chapter 3 of section II of the Regulation.
