The full-scale war unleashed by the Russian Federation against Ukraine caused an unprecedented humanitarian catastrophe. Millions of Ukrainians were forced to leave their homes, finding themselves in a difficult situation due to the destruction of infrastructure and lack of basic resources. In these conditions, it is extremely important for Ukraine to receive international humanitarian aid. In this article, we will consider the legal mechanisms regulating this process.
Legal framework
The main international document that regulates the provision of humanitarian aid is UN General Assembly Resolution 46/182 "Strengthening the coordination of the provision of emergency humanitarian aid by the United Nations." This resolution defines the principles and framework for effective coordination of humanitarian activities in emergency situations.
At the national level, the issue of receiving and distributing humanitarian aid is regulated by the Law of Ukraine "On Humanitarian Aid" and a number of subordinate legal acts.
