Compensation to farmers for land demining costs.
By Resolution No. 580 of 05/17/2024, the Government made changes to the Protocol on the allocation of funds from the state budget for the reimbursement of costs related to the humanitarian demining of agricultural lands.
The revised ordinance includes provisions for financial compensation to farmers whose land has been cleared of mines by certified mine action operators between February 24, 2022 and April 15, 2024. In addition, compensation will be provided to farmers who intend to start demining activities on their agricultural plots or land they cultivate as tenants. 3 billion hryvnias have been allocated in the budget for 2024 to fulfill these requirements. Under this scheme, the state will cover 80% of demining costs.
According to the resolution, agricultural producers who own land in the liberated territory outside the conflict zone have the right to receive compensation for the demining of their agricultural fields. The Mine Action Center will verify the presence of explosive ordnance in these areas through a non-technical survey by a certified mine action operator before confirming contamination.
Farmers whose land was cleared by certified operators during the large-scale invasion and by 15 April 2024 are now eligible to apply for demining compensation. To do this, it is necessary to fill out the Application for compensation and send it to the e-mail address of the Humanitarian Demining Center together with supporting documents confirming the demining process: a contract for the provision of demining services, a document with a detailed description of the services provided. , and confirmation of payment for the services provided. The Center for Humanitarian Demining will review the submitted documents, compile a list of farmers who meet the criteria, and submit the documents to the Commission under the Ministry of Economy for a final decision.
Farmers responsible for demining the land they cultivate have the opportunity to apply for compensation through the State Agrarian Register. To determine the cost of demining, open auctions will be held in the Prozorro system, where farmers can submit their applications and relevant documents.
Compensation for the contaminated site will be provided only once.
Compensation will not be available to farmers who have come under the sanctions of Ukraine, as well as to persons who have the largest shares of agricultural producers and are citizens of the aggressor country. In addition, farmers in liquidation or bankruptcy, as well as those with outstanding tax debt, will also not be eligible for compensation.
