When registering a new car or obtaining a driver's license, the registration data and digitized facial images are checked.
The Verkhovna Rada of Ukraine establishes that the Ministry of Internal Affairs checks data on various registrars when providing administrative services for obtaining a driver's license, during state registration (re-registration) and deregistration of vehicles.
The Verkhovna Rada of Ukraine is preparing changes for car owners.
This is recommended by the Technical Committee, which is approving the draft law 9504 "On Access to Information Necessary for the Provision of Public Services in the Field of Road Transport."
Although the draft law itself was submitted in July 2023, the Technical Committee of the Verkhovna Rada only concluded on May 23 this year that it should be adopted as a basis.
Thus, the Law of Ukraine "On the Unified State Register of Population and Documents Confirming the Citizenship of Ukraine and Confirming its Special Status" stipulates that when applying for an administrative service, the authorized territorial bodies of the Ministry of Internal Affairs of Ukraine shall apply for the provision of an administrative service.
It is provided that this work is carried out by an authorized body of the Ministry of Internal Affairs of Ukraine.
In order to obtain a certificate for the right to drive a vehicle, state registration (re-registration) and deregistration of vehicles, an applicant has the right to obtain from the register of citizens the information necessary for the provision of these administrative services, including inspection services, i.e:
- Name of the person (in Ukrainian and Latin letters in accordance with the rules of transliteration);
- Place of birth.
- Information on the person's reported or notified place of residence, removal of the person from reporting obligations or change of residence.
- Passports of a citizen of Ukraine, passports of a citizen of Ukraine for traveling abroad, permanent residence permits, temporary residence permits, refugee certificates, certificates of a person in need of additional protection, details of certificates of persons granted temporary protection.
- Unique number of the entry in the register.
- A digitized image of a human face.
This draft law also provides for amendments to the Law on Road Transportation.
The purpose is to empower the Cabinet of Ministers of Ukraine to determine the procedure for obtaining information (including verification) necessary for the provision of administrative services.
Obtaining driver's licenses for state registration (re-registration), deregistration of vehicles in information systems and electronic databases (registers) of government agencies, other state bodies, including the unified state register of population.
This information
- aims to provide local MIA bodies with the right to obtain information from registers and databases of state bodies (including the Unified State Register of Population) necessary for obtaining a license for citizens to drive vehicles.
- It is aimed at granting the territorial bodies of the Ministry of Internal Affairs of Ukraine the right to obtain information necessary for state registration (re-registration) from the registers and databases of state bodies (in particular, the Unified State Register of Population), and deregistration of a vehicle.
Thus, when applying for an administrative service for the registration (re-registration) or deregistration of a vehicle, the competent authorities of the Ministry of Internal Affairs have the right to obtain information necessary for the provision of these services, including their verification.
Administrative services from information systems and electronic databases (registers) of state administrations and other state bodies, in particular from the unified state register of population.
