What is the responsibility for violating the rules of military accounting
provided for according to the new changes
According to the Law of Ukraine "On Amendments to the Code of Ukraine on Administrative Offenses Regarding Improvement of Liability for Violations of Military Accounting Rules and Legislation on Defense, Mobilization Training and Mobilization," which entered into force on May 19, 2024, new fines have been introduced. The law defines specific violations related to military registration, defense, mobilization training and mobilization, and increases liability for them.
Military accounting in Ukraine is an important component of the national defense system. This is a procedure according to which citizens of Ukraine are subject to registration by military authorities to determine their defense capability and inclusion in the general list of conscripts in case of need.

Amounts of administrative fines
For violation of military accounting rules by conscripts, conscripts and reservists:
1. First violation: fine from 200 to 300 non-taxable minimum income of citizens (3400 - 5100 UAH).
2. Repeat violation: fine from 300 to 500 minimum income of citizens (5100 - 8500 UAH).
3. In a special period: a fine from 1,000 to 1,500 minimum income of citizens (17,000 to 25,500 UAH).
For violation of the legislation on defense, mobilization training and mobilization:
For citizens:
1. First violation: fine from 300 to 500 minimum income of citizens (5100 - 8500 UAH).
2. Repeated violation: fine from 500 to 700 minimum income of citizens (8500 - 11900 UAH).
3. In a special period: a fine from 1,000 to 1,500 minimum income of citizens (17,000 to 25,500 UAH).
For officials of state authorities, local self-government bodies, legal entities and public associations:
1. The first violation: a fine of 1,000 to 1,500 minimum income of citizens (17,000 to 25,500 UAH).
2. Repeated violation: fine from 1,500 to 2,000 minimum income of citizens (25,500 - 34,000 UAH).
3. In a special period: a fine from 2,000 to 3,500 minimum income of citizens (34,000 to 42,500 UAH).
Increasing the amount of fines and expanding the types of violations contributes to greater responsibility of citizens and officials for the performance of duties related to military registration and mobilization training. The law aims to improve the system of military accounting and increase the effectiveness of mobilization measures.
Increased fines during a special period ensure greater discipline and readiness for mobilization in the event of a threat to national security.
These changes are aimed at ensuring the proper performance of duties by citizens and officials in the field of defense and mobilization, contributing to increasing the level of readiness and security of the country.
