- Stage III hypertension with irreversible structural damage to target organs.
- Cerebrovascular disease with significant functional impairment (myocardial infarction, stroke, stenosis, embolism, thrombosis, aneurysm, cerebral atherosclerosis, hypertensive encephalopathy, consequences of surgery).
- Arterial diseases with significant circulatory and functional disorders (atherosclerosis, stenosis, aneurysms, dilatation or dissection of the great arteries, aortic embolism and thrombosis).
- Diseases of peripheral vessels with significant circulatory disorders and functional impairment (Raynaud's syndrome, obliterative thrombangitis).
- Acquired arteriovenous fistula.
- Hereditary hemolytic telangiectasia, non-tumorous nevus.
- Diseases of veins, lymphatic vessels and lymph nodes with significant circulatory disorders and dysfunction (phlebitis, thrombophlebitis, thrombosis, embolism, varicose veins, lymphadenitis, due to surgery).
Respiratory diseases are excluded from mobilization.
The military enlistment and qualification commission removes from the military register and recognizes persons with the following conditions as unfit for military service: - Stenosis of the larynx.
- Paralysis and paralysis of the larynx with significant impairment of voice and respiratory functions.
- Severe convulsive dysphonia.
- Chronic diseases of the lower respiratory tract with significant impairment of external respiratory function (bronchitis, emphysema, obstructive pulmonary disease, bronchiectasis).
- Lung diseases caused by external influences, interstitial lung diseases with significant impairment of external respiratory function (pneumoconiosis, chronic pneumonia, idiopathic fibrosing alveolitis, alveolar proteinosis, hemosiderosis, etc.)
- Chronic purulent-necrotic diseases, pleural diseases, other respiratory diseases with significant impairment of external respiratory functions (lung and mediastinal abscesses, empyema, etc.).
- Severe persistent bronchial asthma.
Gastrointestinal diseases are not subject to mobilization.
Persons liable for military service who suffer from severe diseases of the gastrointestinal tract with significant dysfunction are not subject to mobilization during martial law: - anomalies of the maxillofacial area (except congenital), malocclusion with significant impairment of breathing, smelling, chewing, swallowing and speech.
- Diseases of the esophagus, stomach, duodenum, appendix (inflammation of the esophagus, gastritis, gastroduodenitis, gastroesophageal reflux disease, etc.)
- Non-infectious enteritis and colitis (Crohn's disease, ulcerative colitis).
- Other diseases of the intestines and peritoneum (obstruction, paralytic intestinal obstruction, intussusception, diverticular disease, irritable bowel syndrome, constipation, megacolon, anal and rectal diseases, peritonitis, adhesions, etc.)
- Gastric ulcer and duodenal ulcer.
- Liver diseases (alcoholic liver disease, toxic liver damage, liver failure, chronic hepatitis, fibrosis, cirrhosis).
- Diseases of the gallbladder, biliary tract and pancreas (cholecystitis, cholangitis, pancreatitis, etc.).
- All types of hernias (inguinal, femoral, umbilical, abdominal, diaphragmatic and other abdominal hernias).
Diseases of the skin and subcutaneous tissue are excluded from mobilization.
Persons recognized as unfit for military service and removed from the military register are: - Diffuse neurodermatitis (atopic dermatitis) with extensive lichenification of the skin.
- Pemphigus vulgaris.
- Herpetiform dermatitis.
- Widespread and constantly recurrent plaque psoriasis.
- Psoriatic erythroderma.
In case of all other skin diseases, the MEC decides on the fitness or temporary ineligibility for martial law.
Diseases of the musculoskeletal system and connective tissue that exempt from mobilization The decision of the MPC on unfitness for military service is made if the following diseases of the musculoskeletal system and connective tissue are diagnosed - infectious arthropathies with persistent and significant changes (purulent arthritis, reactive arthropathies, Reiter's disease); - inflammatory polyarthropathies with signifi-cant dysfunction (rheumatoid arthritis, vasculitis and bursitis, Felty's syndrome, Still's disease, crystalline, psoriatic and enteropathic arthropathies, juvenile arthritis, gout) - systemic connective tissue diseases with significant dysfunction (polyarteritis nodosa and related conditions, necrotizing vasculo-pathies, Wege-ner's granulomatosis, Takayasu syndrome, systemic lupus erythematosus, dermatopolymyositis, systemic sclerosis, Sjögren's dry syndrome, Behcet's disease, diffuse eosinophilic fasciitis, etc; - osteoarthritis and other joint disorders with significant dysfunction; - diseases and disorders of muscles, synovial membrane and tendons with significant dysfunction; - osteopathies and chondropathies with significant dysfunction (osteoporosis, osteomalacia, delayed fracture healing, stress fractures, fibrous bone dysplasia, osteo-myelitis, osteonecrosis, Paget's disease, etc;) - Acquired deformities and defects of fingers and limbs with significant dysfunctions; - Bilateral amputation of limbs at any level or unilateral amputation of the lower limb above the level of the upper third of the lower leg; - Spinal diseases with significant dysfunctions (curvature, osteochondrosis, spondylolysis, spondylolisthesis, intervertebral discs, etc.)
Diseases of the genitourinary system that exempt from mobilization By the decision of the military qualification commission, persons suffering from the following pathologies of the genitourinary system are excluded from military registration - renal failure of IV-V stage due to glomerular and tubulointerstitial kidney disease (nephrotic syndrome, chronic interstitial nephritis, acute pyelitis, pyelonephritis, tubuloin-terstitial nephritis, chronic primary pyelonephritis, nephropathy); - diseases of the kidney, ureter, bladder and urethra with significant dysfunctions (obstructive uropathy, hydronephrosis, pyonephrosis, urolithiasis, kidney cyst, cystitis, urethritis, urethral stricture, etc; - inflammatory diseases of the pelvic organs in women with significant dysfunction (salpingitis, oophoritis, inflammation of the uterus or cervix, diseases of the bartholin gland, other inflammatory diseases of the vagina and vulva); - Non-inflammatory diseases of the female genital organs with significant dysfunction (endometriosis, genital prolapse, ureterocele, bladder hernia, fistulas, non-inflammatory diseases of the ovaries, fallopian tubes and broad uterine ligament, ovarian or corpus luteum cysts, hematosalpinx, polyps of the female genital organs, cervical erosion and dysplasia, etc.)
Developmental defects and chromosomal disorders that exempt from mobilization Persons with congenital developmental defects with significant impairment of function are recognized as unfit for military service: - congenital malformations of the nervous system; - congenital malformations of the eye, ear, face and neck; - congenital malformations of the circulatory system; - congenital malformations of the respiratory system; - cleft lip and palate and other congenital malformations of the digestive system; - celiac disease; - congenital malformations of the genital organs; - congenital malformations of the urinary system; - congenital malformations and deformities of the musculoskeletal system; - other congenital malformations; - chromosomal abnormalities.
Injuries, poisoning and consequences of external causes that exempt from mobilization The grounds for complete unfitness for military service are the consequences of exposure to external traumatic factors with significant impairment of function: - any injuries (fractures, concussions, compression, contusion, foreign body, hemorrhage, tear, swelling, polytrauma); - thermal and chemical burns, frostbite, heat stroke; - barotrauma, caisson disease, asphyxia; - lightning, electric shock; - exposure to ionizing radiation, rocket fuel components, electromagnetic field sources, laser radiation; - toxic effects of microorganisms of pathogenicity groups I-II; - poisoning by medicines or chemicals for non-medical purposes (gases, smoke, vapors, pesticides, food, toxins due to bites of animals, reptiles, insects).
