Changes to the Conditions of Remuneration of Medical Workers under the Unified Tariff System
Introduction
The Cabinet of Ministers of Ukraine has made significant changes to the remuneration conditions for healthcare professionals working under the Unified Tariff Scale (UTS). Resolution No. 545 of May 14, 2024, which supplemented Section III of Annex 2 to Resolution No. 1298 of the Cabinet of Ministers of Ukraine of August 30, 2002, aims to streamline remuneration for certain categories of healthcare workers. The main part
Amendments to Section III of Annex 2 to Resolution No. 1298
Section III of Annex 2 to Resolution No. 1298 contains the Scheme of tariff categories for the positions of managerial, scientific, research, teaching, pedagogical employees, professionals, specialists and other employees of budgetary institutions, establishments and organizations. The changes made to this section relate to three key subdivisions: "Professionals and Specialists, Junior Specialists with Medical and Pharmaceutical Education, and Other Employees.
Professionals and specialists
In the sub-section "Professionals and Specialists", the position of "Doctors of other specialties, pharmacist, doctor-intern, pharmacist-intern, doctor-intern" was supplemented with new positions, such as healthcare professionals and professionals with higher non-medical education in the field of healthcare. For these new positions, the scheme tariff levels in the range of 9-13 ETS levels have been established. Junior specialists with medical and pharmaceutical education
Significant changes have also taken place in the subsection "Junior specialists with medical and pharmaceutical education/professional junior bachelors, specialists with an initial level (short cycle) of higher education (junior bachelor), the first (bachelor's) level of medical and pharmaceutical education and masters in nursing". This position was set out in a new version, which now covers specialists with an educational (educational and professional) degree of professional junior bachelor, junior bachelor (junior specialist), bachelor, including non-medical education, and masters in nursing. They have been assigned schematic tariff levels in the range of 6-10 ETS levels.
Other employees
New positions have been added to the Other Employees division, including an emergency medical technician, a first aid instructor, and an operator of the operational dispatch service (medicine). These positions have been assigned tariff levels in the range of 3-4 grades on the UTS.
Conclusion.
The amendments introduced by the Resolution of the Cabinet of Ministers of Ukraine No. 545 dated May 14, 2024 are an important step in streamlining the remuneration of healthcare workers based on the Unified Tariff Scale. They cover new positions, clarify tariff categories for different categories of employees, and provide a fairer and more structured remuneration system. These changes are aimed at increasing the motivation of healthcare workers and improving the quality of healthcare services in Ukraine.
