The Impact of International Experience on the Legal Regulation of Administrative Offenses of Drivers in Ukraine
Introduction
The problem of road safety is relevant for all countries of the world. Each state develops its own approaches to regulating
administrative offenses of drivers, but international experience can be useful for improving national legal regulation systems. Ukraine is already using some practices from other countries, but there are still many aspects that can be borrowed to improve the effectiveness of legal regulation.
International experience
European Union
The European Union (EU) has unified road traffic regulations, which are governed by a number of directives and regulations. The main principles include:
- High fines for traffic violations: In many EU countries, fines for traffic violations are quite high, which encourages drivers to comply with traffic rules.

Ukraine could borrow a penalty point system from the EU and Japan, which would allow for more effective control of driver behavior and reduce the number of repeat violations.
Tougher penalties for driving under the influence of alcohol
Adopting the American experience of harsh penalties for driving under the influence of alcohol can significantly reduce the number of alcohol-related accidents.
Automatic systems for recording violations
Expanding the use of automatic systems for recording violations, as in the EU and Japan, will help improve the effectiveness of traffic control and reduce corruption risks.
