International standards of customs regulation and their implementation in Ukrainian legislation
Introduction
International trade is an important aspect of the global economy, and effective customs regulation plays a key role in ensuring the security and fairness of trade processes. To achieve this, it is important to implement international standards of customs regulation into national legislation. In this article, we will review the main international standards in this area and their implementation in Ukrainian customs legislation.
Basic international standards of customs regulation
The Kyoto Convention on the Simplification and Harmonization of Customs Procedures:
- This convention, adopted by the World Customs Organization (WCO), sets standards and guidelines to simplify and harmonize customs procedures. It covers various aspects of customs regulation, including electronic declaration, control procedures and simplification of customs formalities.
International Convention on the Harmonized Commodity Description and Coding System (Harmonized System):

SAFE Framework of Standards:

Implementation of international standards in Ukrainian legislation
Customs Code of Ukraine:
- The Customs Code of Ukraine is the main legal act regulating customs procedures in the country. It contains provisions that are in line with international
- standards, including simplification of customs procedures, electronic declaration and risk management.
Resolutions of the Cabinet of Ministers of Ukraine:
- The Cabinet of Ministers of Ukraine adopts resolutions regulating certain aspects of customs clearance and control. These resolutions ensure the implementation of international standards into national practice.
International agreements and cooperation:
- Ukraine actively cooperates with international organizations, such as the WCO and the WTO, to implement international standards in the customs area. This includes participation in experience exchange, training and technical assistance programs.
Authorized Economic Operators (AEO) programs:
- Ukraine is implementing AEO programs that comply with SAFE standards. This allows reliable companies to receive certain advantages in customs procedures, which helps to simplify and speed up customs clearance.
