 The process of checking lists and making a decision, reservation from mobilization

Lists of conscripts offered for reservation, who have reservation from mobilization, are submitted by relevant bodies to the Ministry of Defense (SBU, Foreign Intelligence Service, intelligence agency of the Ministry of Defense) for approval of who is reserved from mobilization.
The central body of the executive power, the regional, Kyiv and Sevastopol city state administrations (military administration in case of its formation), the Ministry of Foreign Affairs, the Ministry of Reintegration, the Secretariat of the Cabinet of Ministers of Ukraine or other relevant bodies check the lists for the following: 

1. Completeness of lists.
2. Availability of the necessary justifications for each conscript.
3. Compliance with the requirements regarding the number of conscripts subject to reservation.

The lists must be approved by the Ministry of Defense, the SBU, the Foreign Intelligence Service or the intelligence agency of the Ministry of Defense, as the case may be.

The Ministry of Economy makes decisions on the reservation of conscripts based on verified and agreed lists.
The decision is made within no more than five working days from the date of receipt of the lists.

• Relevant bodies submit lists to the Ministry of Defense (SBU, Foreign Intelligence Service, intelligence agency of the Ministry of Defense).
• The bodies check the completeness of filling in the lists and the availability of justifications. 
• The lists are agreed with the Ministry of Defense (SBU, Foreign Intelligence Service).
• The Ministry of Economy examines the verified and approved lists.
• Within a period of no more than five working days from the date of receipt of the lists, a decision on the reservation is made.

These regulations provide a clear and operational process of reservation of conscripts, necessary for the functioning of critical areas of the state during martial law, armor of employees from mobilization.

Grounds for refusal to enroll in special military registration

Specifying incorrect information
Incorrect information in the decision of the Ministry of Economy on the reservation of a conscript may include: 

1. Surname, first name and patronymic (if available).
2. Year of birth.
3. Military accounting specialty (profile).
4. Name (full and abbreviated) and location of the state authority, other state authority, local self-government body, enterprise, institution, organization.
5. Code according to EDRPOU (if available).        

• If the decision of the Ministry of Economy contains inaccurate information and untimely corrections, this may lead to an official refusal to accept a conscript for special military registration.
  These provisions emphasize the importance of carefully completing and verifying information when booking military personnel to avoid legal problems and ensure the proper functioning of critical areas of the state during martial law. 

Procedure for registration of postponement for conscripts

• The Ministry of Economy sends a decision on reservation to state authorities, other state authorities that submitted lists, as well as the Ministry of Defense (SBU, Foreign Intelligence Service, intelligence agency of the Ministry of Defense), the document confirms the reservation for mobilization.
• The Ministry of Defense (SBU, Foreign Intelligence Service, intelligence agency of the Ministry of Defense) delivers the decision to the relevant territorial centers of staffing and social support or relevant units within three days.
• State power body, other state body, local self-government body, enterprise, institution, organization issue to the conscript an extract from the specified decision in the established form.   
• The extract is certified by the manager's signature and seal (if available) and is a document confirming the granting of a deferment to the conscript.
• The extract is issued to the conscript under the signature in the information on the issuance of special military registration sheets, drawn up according to the established form.
• State authorities, other state bodies, local self-government bodies, enterprises, institutions and organizations within five days from the date of issuance of the certificate send to the territorial center of recruitment and social support of the population a notification about the reservation of a conscript in accordance with the form in accordance with Appendix 5 for placing him on special military registration The Territorial Center of Manpower and Social Support, on the basis of the booking decision, places the conscript on special military registration within a period of no more than five working days from the date of receipt of the decision.
• Information on the granted postponement is entered into the Unified State Register of conscripts, conscripts and reservists, armored vehicles of the enterprise on mobilization.
• 
  In case of transfer of a conscript or release with subsequent appointment to another position in the same body or enterprise, the postponement of conscription remains valid.
•

• The conscript is issued a new extract with a note in the information about the issuance of a special military registration letter.
