The procedure for calculating the indexation of the monetary allowance of military personnel
Indexation is a state-guaranteed surcharge that should be calculated automatically, without compiling the necessary reports or applications, in the presence of appropriate circumstances.
Approximately, from 2016 to 2018, the Ministry of Defense of Ukraine did not charge indexation, referring to the lack of funds for such payments. According to part 2 of Art. 19 of the Law of Ukraine “On State Social Standards and State Social Guarantees”, state social guarantees are mandatory for all state bodies, local governments, enterprises, institutions and organizations, regardless of the form of ownership, therefore such a position is illegal.
And yet, sometimes there is a need for additional treatment of military personnel for indexing. Military personnel, in turn, have the right to ask for a reasoned response from the financial authority of the military unit in case of refusal.
