Ні не відключать . Також у випадку агресивних дій з боку комунальних служб рекомендую звертатися до Військової адміністрації зі скаргами на дії конкретних компаній. Військовий стан - форс-мажорні обставини, та уряд запевняв, що забороняє відключення комунікацій навіть при умові наявності боргів
