Вона запроваджує кримінальну відповідальність за співпрацю з державою-агресором та її окупаційною адміністрацією або її військовими, або воєнізованими формуваннями у військовій, політичній, інформаційній, адміністративній, господарській та трудовій сферах. Така діяльність каратиметься тюремним ув'язненням строком на 15 років, а також передбачатиме обмеження доступу до зайняття посад, пов'язаних із виконанням функцій держави або місцевого самоврядування. закон №5143 дозволяє ліквідувати політичні партії, уповноважені особи яких були засуджені за колабораціонізм.
