Безперервне зростання комунальних платежів поступово призводить до того, що навіть сукупного доходу всіх членів сім'ї стає недостатньо для нормального існування. Саме для таких випадків і існує програма державного субсидування. Важливо знати, як отримати субсидію в Україні, щоб швидко і правильно зібрати і оформити необхідні документи і значно зменшити суму оплати послуг.
В Україні субсидія встановлюються відповідно до Постанови Кабінету Міністрів від 21 жовтня 1995 (далі Постанова). Актуальна версія документа містить нові доповнення від 27 квітня 2018 року.
Оформлення та призначення субсидії можливо тільки на ім'я власника особових рахунків за комунальні послуги. Оформлення субсидії також можливе і в випадках, коли нерухомість офіційно здана в оренду, за умови, що комунальні платежі оплачує орендар.
Для розрахунку субсидії враховується:
1. кількість людей, зареєстрованих в житлі;
2. сукупний сімейний дохід за минулий рік;
3. розрахунок загального обсягу квартплати в поточному періоді відповідно до діючих тарифів.
Для розрахунків сукупного сімейного доходу соцслужбами враховуються всі грошові надходження кожного зареєстрованого в квартирі / будинку особи, в тому числі:
1. заробітні плати;
2. пенсії;
3. стипендії;
4. всі види адресної допомоги;
5. разові державні допомоги;
6. відсотки від банківських вкладів.
Для отримання і переоформлення субсидії необхідно звернутися до управлінь праці та соціального захисту населення за місцем реєстрації і скласти заяву.
Щоб оформити субсидію потрібно надати:
- Заява.
- Паспорт та ІПН.
- Декларацію про доходи та витрати.
У декларації на отримання субсидії зазначається: інформація про квартиру / будинку (загальна площа, розмір опалювальної площі, тип опалення, кількість поверхів в будинку); перелік видів доходів всіх, хто зареєстрований в житлі за останній рік; повний список прописаних в квартирі / будинку осіб із зазначенням ПІБ, дати народження, даних паспорта та ІПН (в разі оренди подається список фактично проживаючих осіб);список скоєних за минулий рік покупок на суму що дорівнює або перевищує 50 000 грн.
