Перша категорія - учасники бойових дій, які залучалися та брали безпосередню участь у здійсненні заходів із забезпечення національної безпеки і оборони, відсічі і стримування збройної агресії російської федерації, з моменту початку дії воєнного стану (24.02.2022). При вивченні карток законопроектов дані документи перебувають на вивчені в комітетах. То ж закон такий на сьогодні не прийнято
