Нет, по морякам не было изменений в общем перечне категорий военнообязанных, которые не подлежат призыву на военную службу во время мобилизации по ст.23 ЗУ «Про мобілізаційну підготовку та мобілізацію», ничего о моряках не сказано и в последнем распоряжении Администрации пограничной службы Украины от 17.03.22. Как вариант для работающего моряка там есть такое: заброньовані на період мобілізації та на воєнний час за підприємствами в порядку, встановленому КМУ. Работодатель должен провести процедуру по постанове КМУ від 03.03.22 N194 (в редакції від 07.03.22 N218). Коротко, готовить «пропозицію щодо бронювання військовозобов'язаних», подавать через местный гос.орган (обл.администрацию) на согласование минэкономики и минообороны, ждать согласование, после получения вытяга с приказа об бронировании оформить Вам командировку на выезд с Украины на определённый срок, но по его истечении придётся вернуться

13.04.2022 19:20:37 Можливість виїхати за кордон не залежить від професії. Після введення воєнного стану з України був обмежений виїзд чоловіків призовного віку — від 18 до 60 років. Універсальна умова, за якої чоловік призовного віку може виїхати з України, - це його непридатність до військової служби за станом здоров'я. Непридатність до військової служби має підтверджуватись висновком медичної комісії при військоматі. За наявності такого висновку можливо виїхати за межі України протягом дії режиму воєнного стану. Після закінчення воєнного стану обмеження для чоловік щодо виїзду з України буде скасовано.
