How to get the status of a participant in hostilities

Since the beginning of August 2023, a simplified process for obtaining the status of a participant in hostilities has been introduced in Ukraine. Who has the right to the status of a participant in hostilities

Servicemen of the Armed Forces of Ukraine (Ukrainian Armed Forces), the National Guard, the Security Service of Ukraine (SBU), the Foreign Intelligence Service, the State Border Service (State Border Guard Service), the State Special Transport Service (State Special Transport Service), military prosecutors' offices, police officers, rank-and-file and senior officers.

Also, military personnel of the Ministry of Internal Affairs (MIA), the State Security Office, the State Service for Special Communications and Information Protection (State Special Communications), the State Emergency Service (SES) and other military formations, who defended the independence, sovereignty and territorial integrity of Ukraine and took a direct part in the anti-terrorist operation.

Persons who were part of voluntary formations that were formed or self-organized to protect the independence of Ukraine and took an active part in the anti-terrorist operation.

Combatant status is granted to persons who took part in hostilities and defended the territorial integrity of Ukraine. In order to obtain this status, appropriate documents are required that confirm their participation in military operations, and it is also necessary that the period of their participation in the anti-terrorist operation exceeds 30 days.

How to get the status of a combatant after discharge

After being discharged from military service, a person must apply to the TCC and SP at the place of registration with the following documents:

• Application for considering the issue of obtaining the status of a participant in hostilities.
• Consent to the collection and processing of personal data.
• Certified copies of pages of the passport of a citizen of Ukraine.
• A document confirming the assignment of an identification number.
• Two color matte photos measuring 3x4 cm.

The set of documents, after registration of the TCC, is sent for consideration by the Commission on recognition of participants in hostilities. This commission must consider and make a decision on assigning the status of a participant in hostilities within 30 days.

Grounds for denial of service

The insufficiency of the submitted documents indicates that the materials submitted for obtaining the status of a participant in hostilities do not meet the requirements of the current legislation and other legal acts that regulate the procedure for granting such status. This may cause the application to be rejected or require additional collection of necessary documents for further consideration.

Can a person personally apply for the status of a combatant?

If the commander (chief) of a military unit or another head of an enterprise, institution or organization does not submit the necessary documents to the commission for granting the status of a participant in hostilities, the person has the right to independently apply to the relevant commission.
