The procedure for granting the status of a participant in hostilities was approved by Resolution No. 413 of the Cabinet of Ministers of Ukraine dated August 20, 2014. The document regulates the process of granting this status to persons who participated in anti-terrorist operations or carried out measures to ensure national security and defense.

By order of the Ministry of Internal Affairs of Ukraine dated 05/23/2016 No. 405, the Regulation on the commission of the National Police of Ukraine on issues of consideration of materials on recognition as participants in hostilities was approved. This commission decides whether police officers, civil servants and other police officers will receive the status of a participant in hostilities.

Documents confirming direct participation in ATO tasks or measures to ensure national security and defense:

  1. Excerpts from the orders of the head of the Anti-Terrorist Center at the SBU or his deputies.
  2. Documents on a business trip to the areas where the anti-terrorist operation is carried out or on subordination to the operational headquarters.
  3. For persons who participated in hostilities for less than 30 days - extracts from combat orders, combat reports, which confirm the fact of direct contact with the enemy.
  4. For persons who have received injuries, contusions or injuries - a certificate on the circumstances of the injury or contusion.
  5. For persons who carried out measures to ensure national security and defense in the Donetsk and Luhansk regions - extracts from the orders of the General Staff of the Armed Forces of Ukraine on involvement in such measures.

Police officers who took part in the demining of explosive objects can receive the status of a participant in hostilities if they have such documents and must provide extracts from the orders on appointment to positions in the explosives service. It is also necessary to add certified copies of acts on the removal or disposal of explosive materials.

It is so important that the decision to grant the status of a participant in the war is adopted by the relevant commission and sent for further registration of the UBD. Documents are submitted for consideration by the commission within a month after completion of tasks. If the head of the body has not submitted the necessary documents, a police officer or an employee can apply to the commission independently. The decision of the commission can be appealed in court.

  1. Physical risks. Combat operations are often associated with a high risk to life and health. Participants may be injured or disabled due to hostilities.
  2. Psychological stress. Constant stress and tension faced by combatants can lead to the development of post-traumatic stress disorder (PTSD) and other psychological problems. Returning to a peaceful life after participating in hostilities is often very difficult.
  3. Social adaptation. After the end of service or participation in conflicts, many combatants face difficulties in adapting to peaceful life. This may include problems with employment, re-establishing family and community relationships, and obtaining necessary medical care and support.
  4. State support ubd. Many countries have special programs to support veterans and combatants. This includes health care, pensions, social benefits, education and employment. There are also special rehabilitation programs for those who suffered from hostilities.
  5. Public initiatives. A number of public organizations and charitable foundations support combatants by providing a variety of services, from psychological assistance to professional training. They also work to raise awareness of the needs of veterans in society.
