Categories of men under 25 who can be called up for military service: what you need to know

All men who are fit for military service in terms of health and age, and are on the military register, are enrolled in the reserve of the Armed Forces of Ukraine. This applies to persons who have not yet reached the maximum age of service and make up the mobilization reserve. After reaching the age limit, such persons are excluded from registration and cannot serve in the armed forces, except for cases where they express a desire to continue their service.

We will consider the age up to which men are subject to mobilization and in which cases conscription is possible up to the age of 25.

Are men subject to mobilization before reaching the age of 25?

Yes, it is possible, if they have a military department or have completed their military service and were released into the reserve before 2022 (demobilized conscripts in 2024 will receive a deferment from mobilization for 12 months).

It is important to distinguish between the terms "conscript" and "conscript". Men under the age of 25 who have not served in the army and have no military experience are considered conscripts and are not subject to mobilization. However, those with military experience or a military department may be mobilized.

The previous mobilization legislation provided for such a norm, but the new legislation, which made changes, did not solve the problem of transferring men from the list of conscripts to the status of conscripts.

Amendments to Part 10 of Article 14 of the Law "On Military Duty and Military Service" excluded the wording "in peacetime, limited service in wartime, which are subject to being entered into the military register of conscripts" in accordance with the Law "On Amendments to Certain Laws of Ukraine on ensuring the rights of servicemen and policemen to social protection" dated March 21, 2024. However, there is no clear procedure for removing men, previously recognized as limited fit, from the list of conscripts and transferring them to the list of conscripts.
