A military registration document in electronic format, for example, in a special mobile application, or in the form of a printed document with a QR code, has the same legal force as a paper version. All these formats are equivalent in terms of legal status.

What is a military registration document and how does an electronic form differ from a paper one?

A military registration document confirms that its owner is subject to military duty. It is issued to persons who are conscripts, conscripts or reservists, as well as those who have been excluded from military registration.

During mobilization (except for targeted ones), representatives of the TCC and SP, the police and border guards have the right to demand this document together with an identity card from men of conscription age.

Electronic document - important features

From June 18, 2024, an electronic military registration document has the same legal force as a paper one. To receive an electronic document, you need to install the "Reserve+" application, update the data if this has not already been done, or create a PDF version of the document.

The electronic military registration document contains a unique electronic identifier in the form of a QR code. It is important that the document will be valid only if there is a QR code, without which it cannot be used. If the QR code cannot be read, the document is not considered authenticated.

The term of validity of the electronic military accounting document does not exceed one year from the moment of its creation.

Paper military registration document

The military registration document is also drawn up and issued in paper form on the form approved by the Resolution of the CMU of May 16, 2024 No. 559. The information in this document must correspond to the data contained in the Unified State Register conscripts, conscripts and reservists. If this is not the case, the document is considered invalid.

To check the data compliance, you can use:

• electronic account of conscript, conscript, reservist;
• district (city) TCC and SP or its department (SBU body, intelligence body).

If inconsistencies are detected, a citizen must apply to the TCC at the place of military registration with a written application to make changes to the paper form. If a citizen cannot travel personally due to a health condition or is incapacitated (which is confirmed by documents), the application can be submitted by the person taking care of him or his guardian. Changes must be made within five working days from the moment of registration of the application.

To make changes in the electronic form, it is necessary to use the electronic cabinet (conscript, conscript, reservist) and contact the TCC at the place of registration.

When it is necessary to update the military registration document

We note that the military registration documents issued until now remain valid until new samples are received. However, there are situations when you need to update the document, including:

• After registering a citizen in the military register as a conscript, conscript or reservist.
• If the conscript, who was registered until May 18, 2024, has not yet received a new document.
• In case of a change in the category of military duty.
• If there is no room for new changes in the existing document.
• If the information in the document does not match the data in the Unified State Register of conscripts, conscripts and reservists.
• If the document is lost or damaged.
• If you need to replace the old document with a new sample.
