Recently, the Verkhovna Rada of Ukraine registered a bill on motivation for military service. The said draft law defines such important aspects as social guarantees for military personnel, financial rewards and control over training and increasing the prestige of military service. Next, the main aspects of the new draft law.
It should be said that an important goal of such a draft law is the basis of changing the national army into a real army of a professional level in the conditions of martial law in Ukraine. Thus, this document proposes to increase the motivational level of Ukrainian society to serve in the Armed Forces of Ukraine. Another innovation is a proposal to increase payments for military personnel in case of capture and destruction of military equipment of the aggressor.
In addition, the norms of this project, in particular, provide that the official salary will be increased by 1.5 times for those servicemen who serve in the Armed Forces of Ukraine for at least 12 months, of which at least half a year are participants in hostilities. For military personnel who have already completed military service for at least 2 years and a year of which they are participants in such hostilities, a two-fold increase in wages is expected. It is also worth noting that military personnel (who concluded or extended their current contract after the declaration of martial law (from 24.02.2022), for a period of at least three years, in this case it is proposed to allocate them monetary assistance (one-time) in the following cases:
for soldiers: one hundred and twenty thousand hryvnias;
for sergeants and foremen: one hundred and sixty thousand hryvnias;
for officers: two hundred thousand hryvnias.
Also, those persons who have the right to be released from military service due to their health or family circumstances, but who decided to continue military service, will be able to receive additional monetary funds as a reward in the amount of ten thousand hryvnias. It is also worth emphasizing that an updated list of certain grounds for demobilization (due to the end of military service) and under the condition that the soldier does not wish to continue military service is also proposed, in such cases when the serviceman:
has been in the Armed Forces for at least 36 months since the declaration of martial law;
he was in the Armed Forces for at least 18 months, but 12 of them were in combat.
In addition, the project also provides for the completion of a mandatory course of general military basic training, the duration of which should be at least 3 months. It is also worth noting the strengthening of control over the training of the military and the introduction of a mechanism of responsibility for military instructors who were responsible for poor training.
Another innovation is the preferential customs clearance of motor vehicles for military personnel (who started service after February 24, 2022) and lifetime health and life insurance for military personnel at the expense of the state, provided that they were also in the service for at least 36 months (12- combatants), and in the case of being in captivity. Such insurance will also be provided for members of the military's family.
