The President legalized the creation of an electronic office of conscripts President Volodymyr Zelenskyi signed draft law No. 10062, which provides for the full launch of the electronic military accounting system in Ukraine. The document legitimizes the creation of an electronic office of conscripts, which will allow men to update their personal data without visiting the TCC. In addition, the law provides for the improvement of the register of conscripts, conscripts and reservists in terms of establishing interaction between different registers. Now the Ministry of Defense will be able to receive personal information about men aged 17 to 60 from the registers of the Ministry of Justice, the Ministry of Internal Affairs, the Central Committee of the Interior, as well as the State Border and Border Service. What was "thrown out" of the draft law? And now about the scandalous points. They will not force you to create an electronic cabinet, it will be done as a right, not an obligation. Therefore, it will be possible to update personal data within 60 days either voluntarily in the office, or go to the TCC. It is proposed to create an electronic cabinet on the basis of the registry of conscripts "Oberig" or in the Central National Administrative Agency. The committee also rejected articles on electronic subpoenas. For citizens who will independently arrive at the TCC SP with a reference from specific military units, the possibility of service after training in these military units has been provided. Also, it will not be elders in territorial communities with a permanent population of up to 10,000 people, but district state administrations that will notify people. Recently, there have been many questions regarding the mobilization age. Now it is already clear that it will be reduced to 25 years. However, on March 26, news from People's Deputy Dmytro Razumkov appeared online that even 18-year-olds could mobilize. But the members of the committee called this wording, let's say, not quite correct. In particular, Solomiya Bobrovska noted that from the age of 18 to 24, a man will be able to choose the time of basic military service, because there is no longer a fixed-term service. Another People's Deputy, Iryna Friz, added that during martial law, the term of such military service will be three months, in peacetime - five months. We will remind, recently the Ministry of Defense reported that the single register of conscripts and conscripts "Oberig" is connected to the two largest state databases. The State Border Service also uses "Oberig" to combat the illegal departure of conscripts abroad. And thanks to this law, the Ministry of Defense plans to strengthen cyber defense and place its IT systems in the military cloud storage of NATO member countries. What the new draft law on mobilization provides • The People's Deputies finalize the draft law on mobilization after the first reading. It was adopted as a basis back in February. • Basic military education will be introduced in higher educational institutions from 2025. Instead, there will be no conscription. Thus, basic military service will be introduced, which will last 5 months in peacetime and 3 months in wartime. • In addition, all citizens from the age of 18 can independently choose the time of service and are granted a deferment from mobilization until they reach the mobilization age. • The changes will also apply to citizens of Ukraine who are of limited fitness to serve in the army. They must undergo a second medical examination. After that, they can be declared either unsuitable or suitable.
