Positions to be reserved for the period of mobilization 2024: list
Due to the ongoing martial law and general mobilization in Ukraine, men liable for military service may be mobilized, but some categories are entitled to a deferral. In addition, I would like to point out the fact that the Verkhovna Rada is considering a draft law on mobilization, and therefore the list of positions subject to reservation may undergo significant changes.
So let's take a look at the positions that are subject to reservation for the period of mobilization in Ukraine in 2024.
List of positions subject to reservation for the mobilization period 2024
Employee reservation is a postponement of military service during mobilization.
According to the Law of Ukraine On Mobilization Preparation and Mobilization No. 3543 of October 21, 1993 (Part 1 of Article 25), employees who work
- in state authorities, local self-government bodies and other state bodies in positions necessary to ensure the functioning of these bodies;
- at enterprises, institutions and organizations related to ensuring the fulfillment of mobilization tasks (orders);
- at enterprises, organizations and institutions that are critically important for ensuring the vital activity of the population during a special period and the functioning of the economy;
- employees working at enterprises, organizations and institutions that produce goods, perform work or provide services necessary to meet the needs of the Armed Forces and other military formations.
The list of positions subject to reservation for the period of mobilization also includes employees working in the following bodies:
- National Police of Ukraine;
- Bureau of Economic Security of Ukraine;
- National Anti-Corruption Bureau of Ukraine;
- State Bureau of Investigation;
- Prosecutor's offices;
- Public authorities;
- State Emergency Service of Ukraine;
- Judicial Protection Service and courts.
As well as employees working in state bodies and institutions of the justice system, in pre-trial investigation bodies, in local self-government bodies and patronage services.
In other words, if a person works for one of the above-mentioned companies or government agencies, he or she is subject to reservation.
How employees are booked
Employees are booked according to a list that is submitted to the relevant government agency in accordance with the procedure approved by the Cabinet of Ministers.
However, the law does not provide for an exact list of professions and positions. Each enterprise or government agency independently selects employees for reservation (according to Article 25(1)) and submits the relevant lists.
The lists must include
- the name of the organization;
- position of the person liable for military service
- military specialty of the employee;
- justify the need to reserve a particular employee to ensure the smooth functioning of the enterprise.
The lists for reservation are first reviewed by the General Staff of the Armed Forces of Ukraine. After approval, they are submitted to the Ministry of Economy.
After that, the Ministry of Economy sends the decision on reservation to the employer and the General Staff of the Armed Forces of Ukraine to issue deferrals to these persons.
