Prevention and countering of smuggling
Smuggling consists in the illegal import, export, concealment or transportation across the customs border of Ukraine (movement across the customs border of Ukraine outside of customs control or with concealment from customs control) of goods, the list of which is clearly defined in Art. 201, 201-1, 201-3, 201-4 and 305 of the Criminal Code of Ukraine. Such goods are: cultural values, poisonous, powerful, explosive substances, radioactive materials, weapons or ammunition (except for smooth-bore hunting weapons or ammunition for them), parts of firearms, special technical means of secretly obtaining information, timber or sawn timber of valuable and rare tree species, unprocessed timber, as well as other timber, Narcotic drugs, psychotropic substances, their analogues or precursors, falsified medicinal products, excise goods and other, not specifically specified goods, provided their illegal movement is significant.
Prevention and countering of smuggling are important tasks for the state, especially at customs borders. Let's consider some measures that are taken to combat this phenomenon:
1. Customs control and verification of documents: Customs authorities perform customs work, in particular, controlling the movement of goods across the border. Officials of the customs authority check documents and information, carry out customs inspections and oral interviews of citizens and officials of enterprises.
2.Technical means of control: X-ray machines, metal detectors, contraband and drug detectors, dosimeters and chemical reagents are used for effective detection of contraband. These tools help identify hazardous substances and objects.
3. Canine teams: Specially trained dogs can detect drugs, explosives and other contraband.
4. Operational information: Customs authorities cooperate with law enforcement agencies, exchanging operational information about possible smuggling.
5. Secret control: Secret control can be used to identify people involved in smuggling, under which goods are moved under the operational supervision of law enforcement agencies.
6. Problems and challenges: Anti-smuggling is complicated by insufficient border arrangements, loss of control over the occupied territories, personnel and logistical problems, as well as anonymous sale of goods through online stores.
7. Legislation and laboratory tests: It is important to define the concepts of potent and poisonous substances in the legislation and to ensure the possibility of conducting laboratory tests to establish the fact of smuggling.
In general, the problem of smuggling requires comprehensive measures and cooperation between various government agencies to protect the country's economic interests.
