Ukraine also has legislation that regulates the collection, storage and processing of personal data. The main law that concerns these issues is the Law of Ukraine "On the Protection of Personal Data". Here are some key points:
Definition of personal data: The law defines personal data as any information that directly or indirectly identifies an individual.
Collection and processing of personal data: collection and processing of personal data is possible only with the consent of the data subject or in other cases provided by law.
Protection of personal data: organizations and enterprises are obliged to ensure adequate protection of personal data against unauthorized access, loss or destruction.
Rights of data subjects: the subjects of personal data have a number of rights, including the right to access their data, the right to correct incorrect data, the right to prohibit the processing of their data, etc.
Liability for violations of the law: the law provides for liability for violations of the law on the protection of personal data, including fines and other sanctions.
Various sources and methods can be used for personal verification of open data information in Ukraine. Here are some possible ways:
Open Data Portal of Ukraine: The Open Data Portal of Ukraine (data.gov.ua) contains a wide range of verifiable data, including information on the budget, procurement, demographics and more.Electronic registries and databases: Some public authorities have electronic registries and databases that can be used to check information about companies, real estate, financial data, etc.
Official websites of government bodies: Official websites of government bodies such as company registrars, tax authorities, real estate agencies, etc. may contain verifiable information.
Public information in the media: Sometimes public information about individuals or events may be published in the media, which can be a useful source for verification.
Social networks and the Internet: information about individuals can be found in their profiles on social networks or on the Internet in general. However, this information needs to be verified.
Public criminal activity databases: Some countries provide access to public criminal activity databases that allow individuals to check their criminal history.
It is important to remember that checking information in open data can be useful, but it can also be limited. Some information may be protected by law or not available for public access. It is also important to check sources and consider the possibility of errors or inaccuracies in information.
According to the Law of Ukraine "On Access to Public Information", information can be classified by level of access into:
1. Open (public) information: this information is available to the general public without restrictions, except for cases classified by law as information with limited access.
2.Restricted information:
Confidential information: this is information that concerns the private life of individuals and legal entities and can be accessed only with their consent or in accordance with the law.
Service information: this is intra-departmental service correspondence and information collected in the course of special types of activities, such as operational-research, control-reconnaissance, defense activities.
Secret information: This is information to which access is restricted under very strict conditions, usually for the purpose of preserving national security, defense or other important interests of the state.
This classification helps to ensure an adequate level of protection of different categories of information and to ensure fair and affordable access to it for interested parties, if personal verification of individual information searching in open-data.
