According to the Law of Ukraine "On Access to Public Information", information can be classified by level of access into:

Secret information: This is information to which access is restricted under very strict conditions, usually for the purpose of preserving national security, defense or other important interests of the state.
This classification helps to ensure an adequate level of protection of different categories of information and to ensure fair and affordable access to it for interested parties, if personal verification of individual information searching in open-data.
