Today, more than ever, the question of integration of persons with disabilities into the labor market in Ukraine arises. However, not all employers have an understanding of how it works in practice, how to simplify some procedural issues and create a working space for people with limited fitness that benefits the team and their own business.
The state imposes certain requirements on the employer in matters of employment of persons with disabilities. They are mandatory.
At the same time, along with legislative regulations, the state, in order to stimulate employment among the able-bodied population with disabilities, encourages employers with various types of support. In particular, this is targeted financial support and some tax and salary benefits for employees with disabilities:
Financial assistance, subsidies and loans from the state for the creation and re-equipment of workplaces for persons with disabilities;
Payment of the single social contribution at a preferential rate – 8.41% (instead of 22%);
Compensation of 50% of actual labor costs for persons with disabilities;
Preferential taxation for public associations of persons with disabilities that employ employees with disabilities.
If we develop the topic in more detail, the employer can receive a subsidy from the state in the amount of 40 minimum wages (as of April 1, 2024, this is UAH 268,000), if he creates a special workplace for a person with a disability, registered with the state employment service as unemployed .Such a workplace involves the adaptation of equipment and technical equipment for a person with a disability or the adaptation of equipment on the site of the production area.
Also, the employer can count on a subsidy in the amount of 100 minimum wages (670,000 UAH as of April 1, 2024), if the workplace is created by installing basic and additional equipment, technical equipment for a person with a disability.
Financial assistance to companies and natural persons-entrepreneurs who use hired labor and employ people with disabilities is provided by the state on both a returnable and non-returnable basis. As for targeted loans for creating jobs for the disabled, the state provides them interest-free.

In addition to purely financial incentives, an employer can receive other equally important benefits when hiring a person with a disability. The inclusiveness of the corporate culture forms the appropriate image of the employer as a socially responsible, innovative and progressive business. In the conditions of martial law in Ukraine, when the number of the able-bodied population with disabilities is growing, such an image creates added value for the company in the market.
There is some prejudice among employers about the difficulty of reconfiguring work processes due to the employment of persons with disabilities. However, in practice, many companies, especially in the service, finance, banking, IT, etc., do not need to re-equip their workspace or create any special work areas.
Possibilities of remote work solve a number of organizational issues when hiring a person with a disability. And even if the employer is forced to adjust operational activities or reconfigure certain processes in the middle of the team, when hiring an employee with a disability, he receives much more - a highly motivated and loyal employee, a barrier-free workspace and the image of a company that professes innovation and inclusion.
