Regarding the transfer of pensions: clarification of the PFU
Resolution No. 185 of February 23, 2024 "On Indexation of Pension and Insurance Payments and Additional Measures to Increase the Level of Social Protection of the Most Vulnerable Population in 2024" (hereinafter Resolution No. 185) was published on the Government's website, which provides for the indexation of pensions, increase the amount of minimum disability pensions for former military personnel and victims of the Chernobyl disaster, an increase in the level of minimum pension payments to certain age categories of pensioners.
The indexation coefficient is 1.0796.
The indexation date is from March 1, 2024.
Indexation is subject to pensions appointed until December 31, 2023 inclusive.

Resolution No. 185 provides for indexing:
The indicator of the average salary in Ukraine, from which insurance premiums were paid and which is taken into account for calculating pensions assigned in accordance with:
Law of Ukraine dated July 9, 2003 No. 1058-IV "On mandatory state pension insurance" (hereinafter - Law No. 1058);
Law of Ukraine No. 796-XII of February 28, 1991 "On the Status and Social Protection of Citizens Affected by the Chernobyl Disaster" (hereinafter Law No. 796);
Law of Ukraine dated April 9, 1992 No. 2262-XII "On pension provision for persons released from military service and certain other persons" (hereinafter - Law No. 2262) — to persons from the ranks of conscripts.The rules of indexation are determined by the Resolution of the Cabinet of Ministers of Ukraine dated February 20, 2019 No. 124 "Issues of indexation of pensions in 2019".
A monthly supplement of UAH 100 is established for pensions granted in accordance with Law No. 1058, the amount of which does not increase after indexation.
Amounts of pensions assigned in accordance with Articles 13, 21 and 36 of Law No. 2262 (except for conscripts), taking into account indexation amounts established from March 1, 2022 and March 1, 2023.
The minimum amounts of disability pensions for persons with disabilities from the number of military personnel — paragraphs two and three of Article 22 of Law No. 2262.
The minimum amounts of pensions for disability that occurred as a result of mutilation or illness as a result of the Chernobyl disaster - part three of Article 54 of Law No. 796.
Pensions for special services to Ukraine, established for rehabilitated fighters for the independence of Ukraine in the 20th century in the amount of UAH 4,200.
Amounts of pensions assigned in accordance with:
Law of Ukraine dated December 10, 2015 No. 889-VIII "On Civil Service";
Law of Ukraine dated June 7, 2001 No. 2493-III "On service in local self-government bodies";
Law of Ukraine of November 17, 1992 No. 2790-XII "On the Status of People's Deputy of Ukraine";
Law of Ukraine dated November 26, 2015 No. 848-VIII "On scientific and scientific and technical activity".

Resolution No. 185 provides for additional guarantees of minimum pension payments
The amount of the pension of non-working pensioners who have reached the age of 65 and receive a pension appointed in accordance with Law No. 1058, have 35 years of insurance experience for men and 30 years for women, cannot be lower than UAH 3,370.
Pensioners who have reached the age of 80 and who receive a pension appointed in accordance with Law No. 1058 have an insurance record of 25 years for men and 20 years for women, the amount of the pension payment (taking into account allowances, increases, additional pensions, targeted cash assistance, indexation amounts, monthly compensation payment, monthly compensation in case of loss of a breadwinner as a result of the Chernobyl disaster, other supplements to pensions established by law, except for pensions for special services to Ukraine) cannot be lower than UAH 3,370.
For pensioners aged 70 to 80 who receive a pension appointed in accordance with Law No. 1058, they have an insurance period of 35 years for men and 30 years for women, the amount of the pension payment (taking into account allowances, increases, additional pensions, targeted cash assistance, indexation amounts , monthly compensation payment, monthly compensation in case of loss of a breadwinner as a result of the Chernobyl disaster, other supplements to pensions established by law, except for pensions for special services to Ukraine) cannot be lower than UAH 3,240.For pensioners who have reached the age of 70, but their insurance experience is less than 35 years for men and 30 years for women, the minimum pension payment is calculated in an amount proportional to the acquired insurance experience, based on the amount of the minimum payment of UAH 3,240. At the same time, the amount of the pension payment in the presence of insurance experience of at least 25 years for men and at least 20 years for women from among persons aged 75 to 80 cannot be less than UAH 3,240.
For pensioners under the age of 70, who have 35 years of insurance experience for men and 30 years for women, for persons with disabilities of the 1st group who receive pensions appointed in accordance with Law No. 1058, the amount of the pension payment (taking into account allowances, increases, additional pensions, targeted cash assistance, indexation amounts, monthly compensation payments, monthly compensation in case of loss of a breadwinner as a result of the Chernobyl disaster, other supplements to pensions established by law, except for pensions for special services to Ukraine), cannot be lower than UAH 2,980.For other categories of pensioners who do not work (regardless of age and the law according to which the pension is assigned), the amount of the pension payment (taking into account allowances, increases, additional pensions, targeted cash assistance, indexation amounts, monthly compensation payment, monthly compensation in case of loss of a breadwinner as a result of the Chernobyl disaster, other supplements to pensions established by law (except pensions for special services to Ukraine) and monthly state targeted assistance established in accordance with the resolution of the Cabinet of Ministers of Ukraine of March 26, 2008 No. 265 "Some issues of pension provision of citizens") cannot be lower than UAH 2,725.
Importantly! The size of the pension increase as a result of the above calculations cannot be less than UAH 100 and more than UAH 1,500.
Recalculation of pensions from March 1, 2024 will be carried out without additional appeals from pensioners, according to the materials of pension cases.
