Registration of residence permit in EU countries. For many Ukrainians, Italy has long been an attractive destination for permanent or temporary residence and employment. This southern European country with its picturesque landscapes, developed economy and high living standards attracts numerous foreigners. However, the process of obtaining a residence permit in Italy is governed by a number of legal requirements and procedures that should be familiarized with in advance.
Italian legislation provides several main grounds for granting a temporary or permanent residence permit:
1. Employment for hire in an Italian company. It is necessary to provide an employment contract or an invitation from a specific employer.
2. Doing business in Italy. It is required to provide a business plan, proof of investment and company registration.
3. Studying at a higher educational institution in Italy with a certificate of enrollment.
4. Family reunification with close relatives (spouses, minor children, parents) who already have the status of Italian residents.
5. Participation in programs for obtaining a residence permit by investing funds in the Italian economy.
The registration procedure begins with the submission of an appropriate petition to the Immigration Office (Ufficio Immigrazione) at the future place of residence, accompanied by the following package of documents:
- Completed questionnaire
- Valid foreign passport
- Documents confirming the purpose of stay (employment contract, invitation, study certificate)
- Certificate of no criminal record
- Confirmation of residence in Italy
- Evidence of sufficient financial support
- Medical insurance
After submitting the documents, their thorough review begins, which can last 2-4 months. In the positive case, the applicant will be issued with a temporary residence permit for up to 2 years. The registration fee can reach 100-300 euros depending on the grounds.
To obtain a permanent residence permit ("carta di soggiorno"), you must have lived legally and continuously in Italy for at least 5 years on the basis of temporary permits and continue to meet all the requirements.
It is important to note the special support program for Ukrainians who were forced to leave Ukraine after February 24, 2022 due to the war. They are subject to a simplified regime for obtaining temporary protection and access to social security.
Violation of Italian national legislation, provision of unreliable information, lack of a legal source of income, etc. may be grounds for cancellation of the permit.
In general, the process of obtaining a residence permit in Italy is quite formalized and requires careful preparation of all documents in accordance with EU migration rules and Italian legislation. Particular attention should be paid to compliance with the established terms of validity of permits and timely renewal.
