A new system of payment of civil servants
The draft Law on Amendments to the Law of Ukraine "On Civil Service" on the Implementation of Unified Approaches to Remuneration of Civil Servants Based on the Classification of Positions of November 23, 2022 No. 8222 (hereinafter referred to as Draft Law No. 8222) proposes the introduction of unified approaches to the remuneration of civil servants. civil servants based on job classification. This document is not only a requirement of European partners, but also the conclusions of common sense.
People's deputy, member of the Parliamentary Committee on the Organization of State Power, Local Self-Government, Regional Development and Urban Planning Vitaly Bezgin stated this.
"We understand that without provision of civil servants and provision of the army, it is impossible to develop institutions. The thing is that now in Ukraine such a situation has developed that in one and the same structure, say, at the level of the government in different ministries, people in the same positions can receive salaries that differ by 2-4 times. This is possible because we do not have a job classifier. And the voted bill standardizes it," the parliamentarian explained.
According to him, the document also harmonizes the salaries of civil servants and the private sector. And such revision will be carried out widely.
"We understand that this can confuse society, because it happened that in isolated cases, due to the abuse of officials, society draws general conclusions. But we would ask you to pay attention to the fact that these are thousands of bureaucrats who ensure the daily life of each of us.And when some of our citizens, staying abroad, encounter the European bureaucracy, they understand how much friendlier and more comfortable everything is in Ukraine. And it's thanks to these civil servants," the politician emphasized.
He added that the time has come to provide decent salaries and working conditions to all those who help support the vital activities of our state.

Draft Law No. 8222 proposes to increase the competitiveness of wages in civil service positions. Within five years, it is expected to reach 70% to 90% of the salary for positions of a similar level of complexity and responsibility in the private sector.
It is proposed to achieve the above by introducing:
• job classifications;
• changes in the estimated value for determining the minimum salary of a civil servant;
• setting it at the level of at least one of the minimum wages defined by law.
It is also proposed to establish an effective control mechanism for the excessive number of civil service positions, which create an additional burden on the state budget, in particular, through monitoring of wages and the quantitative composition of civil servants by the NADS.
In addition, it is offered:
• clearly define the main and additional parts of the civil servant's salary;
• limit premiums and allowances;
• ensure compliance with the European standards of good administration formulated in the SIGMA document "Principles of public administration", which contains a system of criteria for evaluating public administration.
The law generally comes into force in 2024.
