Deputies abandoned the idea of a cumulative pension with employer deductions
We will remind that on April 25, 2024, the Verkhovna Rada rejected the draft law "On accumulative pension provision" (No. 9212) during the first reading. We will remind that the draft law proposed to establish mandatory participation in the system of accumulative pension provision of all categories of working persons until they reach the age of 55.
It was assumed that in the first 3 years after the adoption of the law, the state would be the source of additional pension savings in the second (accumulating) level of the pension system. For this purpose, both the funds of the State Budget and a part of the Social Security Fund paid by employers will be used. At the same time, the amount of the single social contribution was to remain unchanged — 22%. But such ideas were not to the liking of people's deputies, only 214 people's deputies voted for the project in the first reading against the required 226.
"The pension reform failed in the first reading. Unfortunately, populism and irresponsibility won this round. It's sad," said People's Deputy Danylo Hetmantsev, head of the Tax Committee of the Verkhovna Rada.
On April 25, 2024, the Verkhovna Rada of Ukraine decided to send the draft Law "On Accumulated Pension Security" (No. 9212) to the subject of the legislative initiative for revision. Only 12 votes were not enough to adopt the draft law as a basis. However, they did not abandon the very idea of accumulative pensions due to deductions from salaries and from employers."We all understand that this is an extremely difficult issue," David Arahamiya, the main author of project No. 9212, noted during his speech in the parliament. "But we understand that if we don't move, we won't do anything." The head of the parliamentary committee on social policy, Galina Tretyakova (co-author of the draft law), also argued the importance of implementing the accumulative pension system in Ukraine: "We have 10.2 million people who are pensioners, while there are 32 or 35 million citizens who live on the territory of Ukraine. And the solidarity system as such is not able to withstand that load and is extremely difficult to support financially."
The number of the population (including the working population), in particular, has decreased due to Russia's war against Ukraine. The birth rate is also currently experiencing negative changes. "Accordingly, in order to restore the proper level of pension provision in Ukraine, it is necessary to introduce mandatory accumulative pension provision as an additional element of the pension system," said the head of the subcommittee on social protection and rehabilitation of persons with disabilities and regulation of the activities of their enterprises and public associations Serhiy Hryvko
