The President of Ukraine signed a law on the recognition of education received in the temporarily occupied territories.
The President of Ukraine, Volodymyr Zelenskyi, signed draft law No. 9591, which concerns the recognition of education obtained in the territories temporarily occupied by the Russian Federation. This law will allow Ukrainian men and women who received education in these territories to confirm their level of knowledge and continue their studies in other educational institutions of Ukraine.
A message about this appeared on the "Ukrainian Pravda.Zhyttia" portal. The draft law was adopted by the Verkhovna Rada of Ukraine back in November 2023 with the support of 264 people's deputies. Also, on December 21, 2023, the document was signed by the President of Ukraine, Volodymyr Zelenskyi.
According to the provisions of the draft law, in order to confirm the education received in the temporarily occupied territories, Ukrainians will need to pass a special certification. This process will be carried out in separately identified educational institutions. It is worth noting that the results of studies at the level of higher education will be recognized only in the amount of up to 75% of the total volume of the educational program.
The draft law proposes to restore the possibility of passing an attestation to recognize the results of education of persons living in the temporarily occupied territories of Ukraine, regardless of the date of education.
For persons undergoing attestation for obtaining higher education, study results and ECTS credits (European Credit Transfer and Accumulation System) in the amount of no more than 75% of the total volume of the educational program may be credited.General Legal analysis of the situation

Attestation is not carried out for specialties (professions), the list of which is approved by the Cabinet of Ministers of Ukraine, as well as for the recognition of study results and ECTS credits at the second (master’s) level of higher education, except for the training programs for masters in medical, pharmaceutical and veterinary fields, and the third (educational scientific/educational and creative).
In addition, the Government of Ukraine will adopt a list of specialties for which it will not be possible to pass certification.

As stated in the draft law card No. 9591 posted on the website of the Verkhovna Rada, the document was returned to the parliament with the signature of the head of state on December 21.

"The message of the draft law is very simple: Crimea is Ukraine, Donbas is Ukraine. There are Ukrainians who are currently under occupation and have acquired some knowledge, this knowledge can be recognized in the controlled territory of Ukraine. Qualifications at the level of professional education, at the level of higher education can be recognized - up to 75%, if this knowledge does not relate to certain categories - military law, military science, pedagogy, etc. This mechanism is embedded in the draft law," Hryschuk added. This initiative of the Ministry of Reintegration was supported by human rights defenders in a joint appeal. In particular, the Director of Advocacy of the ZMINA Human Rights Center, Alyona Lunyova, stated that the adoption of such a document testifies to the state's confidence in the liberated and returned territories, which were under occupation for many years."Recognizing individual documents issued in the occupied territories is still essential for us sooner or later. In a comment to the Week, the public organization Donbas SOS receives calls to the hotline asking for help with certificates or diplomas received at the TOT, as people have problems in further education or work in the controlled territories.
