The Cabinet of Ministers of Ukraine has made changes to the procedures for the training and certification of scientific, pedagogical and scientific personnel.
The Cabinet of Ministers of Ukraine adopted the resolution "On Amendments to Certain Resolutions of the Cabinet of Ministers of Ukraine on Training and Certification of Scientific, Pedagogical and Scientific Personnel."
As reported by the Ministry of Education and Science of Ukraine, the purpose of the document is to improve the legislation on the preparation of candidates for the degree of Doctor of Philosophy and the scientific degree of Doctor of Sciences, certification of highly qualified scientific and scientific-pedagogical personnel.
Changes have been made to:
The procedure for approving decisions on the awarding of academic titles (Resolution No. 656 dated 19.08.2015) regarding the following:
requirements for scientific publications for academic title holders;
the possibility of voluntary refusal of the academic title.
The order of preparation of higher education applicants for the degree of Doctor of Philosophy and Doctor of Science (Resolution No. 261 dated 03.23.2016) regarding the following:
joint educational and scientific programs;
entrance tests;
transfer to another institution, if the current one does not have an accredited program;
the right to resume training at the institution.
The procedure for awarding and revoking the scientific degree of Doctor of Sciences (Resolution No. 1197 dated 17.11.2021) regarding the following:
requirements for publications of the applicant and certification participants;
plagiarism check;
verification of documents on education and scientific degrees;
avoidance of conflict of interest;
re-examination procedure;
informing the National Agency about the cancellation of decisions of doctoral councils.
The procedure for awarding the degree of Doctor of Philosophy (Resolution No. 44 dated 12.01.2022) regarding the following:
requirements for the acquirer's publications;
electronic signatures on documents;
procedure for consideration of complaints about plagiarism;
activities of the committees of the National Agency for Quality Assurance of Higher Education.
The adoption by the Cabinet of Ministers of Ukraine of a resolution on amendments to the current legislation in the field of training and certification of scientific, pedagogical and scientific personnel is a significant step in improving the system of higher education and scientific research in Ukraine. The purpose of this decision is to improve the quality of training for those obtaining scientific degrees, to improve certification procedures, and to ensure transparency and fairness in scientific and pedagogical activities.
The changes made to various regulatory documents cover several key aspects.
