The Committee on Law Enforcement Activities of the Verkhovna Rada recommends adopting a total of three draft laws
Introduction
On May 1, 2024, the Committee on Law Enforcement Activities of the Verkhovna Rada of Ukraine held a meeting at which it considered several important draft laws related to the reform of various aspects of the legal system of Ukraine. Among the considered draft laws were those related to the introduction of the Specialized Economic Prosecutor's Office, improvement of the legislation on operational and investigative activities, strengthening of responsibility for military offenses and elimination of legislative gaps regarding the administrative responsibility of parents. In this article, we will consider these draft laws and recommendations of the Committee in detail.
Introduction of the Specialized Economic Prosecutor's Office
The purpose of the draft law
The draft law on amendments to the Criminal Procedure Code of Ukraine, the Criminal Code of Ukraine and other laws of Ukraine regarding the implementation of the activities of the Specialized Economic Prosecutor's Office (reg. No. 11087) was prepared with the aim of reducing illegal pressure on business by pre-trial investigation bodies and the prosecutor's office. The draft law was also intended to ensure effective supervision of compliance with laws by the bodies of the Bureau of Economic Security of Ukraine.

The purpose of the draft law
The draft law on amendments to Part 1 of Article 14 of the Law of Ukraine "On Operative-Investigative Activities" (reg. No. 11168) was developed with the aim of ensuring the continuous and unhindered performance of the functions assigned to them by the prosecutors of the Specialized Anti-Corruption Prosecutor's Office (SAP). The draft law is also aimed at bringing Article 14 of the Law of Ukraine "On Operational and Investigative Activities" into compliance with the Law of Ukraine "On the Prosecutor's Office".
Recommendations of the Committee
The Committee recommends that the Parliament adopt draft law No. 11168 as a basis and as a whole. This decision emphasizes the importance of supporting the activities of the SAP in conditions of increased attention to anti-corruption measures in Ukraine.
Strengthening responsibility for war crimes
The purpose of the draft law
The draft law on amendments to the Code of Ukraine on Administrative Offenses and the Criminal Code of Ukraine on Strengthening Liability for Military Offenses (Reg. No. 10379) was developed to improve the principles of administrative and criminal liability for violations of legislation on defense, military duty and military service, mobilization training and mobilization.
Decision of the Committee
After numerous discussions, including consultations with the General Staff of the Armed Forces of Ukraine and the Ministry of Defense of Ukraine, the Committee supported the drafting of the draft law, which increases responsibility for violations of military accounting rules and defense legislation.The Committee recommends that the Parliament adopt this draft law in the second reading and as a whole as a law.
Elimination of the legislative gap regarding the administrative responsibility of parents
The purpose of the draft law
The draft law on amendments to Article 184 of the Code of Ukraine on Administrative Offenses (Reg. No. 9390) is aimed at eliminating the legislative deficiency regarding the administrative liability of parents or persons who replace them for evading the obligations to ensure the necessary living conditions, education and education of children under 14 years of age.
Recommendations of the Committee
The Committee recommends that the Parliament adopt this draft law in the second reading and as a whole as a law. This decision will help to ensure that parents are responsible for fulfilling their responsibilities to their children, thereby contributing to the protection of children's rights to proper living conditions and upbringing.
Increasing the efficiency of criminal proceedings
The purpose of the draft law
The draft law on amendments to the Criminal Procedure Code of Ukraine regarding the efficiency of criminal proceedings (Reg. No. 11039) is aimed at increasing the efficiency of criminal proceedings in compliance with international standards, the rights and interests of the parties to criminal proceedings and the rule of law.
Recommendations of the Committee
The committee considered this draft law in the first reading and recommends adopting it as a basis.
