Procedure for creation and operation of notification groups
Alert groups are formed by order of the head (chief) of the district, city state administration (military administration) on the proposal of the head of the district (city) TCC. Their number, composition, work order and senior alert groups are determined.
The management of structural departments of district and city state administrations, executive bodies of local councils, enterprises, institutions and organizations, as well as territorial police departments, on the basis of instructions from the heads of administrations or heads of TCC, appoint people to participate in alert groups and coordinate their activities during an alert .
To plan the work of alert groups, the head of the TCC issues an order the day before the events, which indicates:
- Heads of notification groups from among TCC employees;
- Notification routes, including addresses of houses, public places, buildings and structures, names of streets or squares;
- List of enterprises, institutions and organizations whose employees must be notified;
- Schedule and timing of notification;
- The procedure for involving heads of institutions or entrepreneurs managing apartment buildings in alert groups, where the head of such a group is a representative of the TCC or other relevant organizations.
Notification summons are issued to a representative of the TCC, who has the right to serve them, and are registered under his signature. After the notification is completed, this representative reports on the number of issued and served summonses.Summonses, which must be delivered by representatives of administrations, executive bodies of councils, enterprises, institutions and organizations, are delivered together with an order from the head of the TCC on notification.
The process of serving summonses on the street and drawing up an act of refusal takes place as follows:
The head of the notification group or an authorized representative of the TCC stops the citizen, introduces himself, informs about the reason for the stop and the purpose of the communication.
At the citizen's request, the representative of the TCC shows his passport, service card and the identity card of the person authorized to serve summonses, and also asks the citizen to show his passport and military registration document.
If the person is subject to notification according to the order of the management, he is served with a summons.
In case of refusal to receive a subpoena, the authorized representative shall draw up an act of refusal, which shall be signed by at least two members of the notification group.
The act of refusal is announced to the citizen and submitted to the head of the TCC for taking measures to bring to administrative responsibility. The deed is registered in the TCC.
In case of refusal to receive a summons, a police officer who is part of the alert group conducts administrative detention and delivers the citizen to the TCC in accordance with the relevant articles of the Code of Ukraine on Administrative Offenses.
