New rules of mobilization
The Law of Ukraine No. 3633-IX of April 11, 2024, officially took effect on May 18, 2024. This law, titled "On Amendments to Certain Legislative Acts of Ukraine Regarding Certain Issues of Military Service, Mobilization, and Military Registration," introduced several provisions. One of the key changes is that it established certain regulations regarding military service, mobilization, and military registration.
1) While the Decree of the President of Ukraine "On General Mobilization" of February 24, 2022 No. 65/2022 was in effect:
a) Within 60 days of this Law taking effect, male citizens serving in various law enforcement and security agencies in Ukraine are required to register themselves as conscripts at their local recruitment and social support centers. These agencies include the National Police, State Bureau of Investigation, Judicial Security Service, Bureau of Economic Security, State Emergency Service, State Criminal Enforcement Service, National Anti-Corruption Bureau, prosecutor's office, central executive body for tax policy, and central executive body for customs policy.
b) Ukrainian citizens who have been removed from military registration due to residing outside of Ukraine for more than three months must register themselves as conscripts within 30 days of the Cabinet of Ministers resolution on military records for citizens residing abroad.
c) Citizens of Ukraine currently on military registration are obligated to update their personal information, including residential address, contact numbers, and email addresses within 60 days of this Law taking effect. Those residing in Ukraine can do so by visiting their local recruitment and social support center or administrative service center, or through the conscript's electronic office. Those residing abroad can notify the relevant center via email or phone.
d) Male citizens aged 18 to 60 who have special titles and have been dismissed from service in various law enforcement and security agencies, including the Ministry of Internal Affairs, National Anti-Corruption Bureau, National Police, State Bureau of Investigations, civil protection bodies, State Criminal Enforcement Service, Court Protection Service, prosecutor's office, central executive body for tax policy, central executive body for customs policy, and Bureau of Economic Security, must register themselves as conscripts within 60 days of this Law taking effect.
e) Conscripted employees of specific central executive bodies responsible for combating corruption and other criminal offenses, as well as state law enforcement bodies, are exempt from conscription during mobilization.
2) during the period of martial law due to official necessity, servicemen may be appointed by decision of the head of the intelligence agency or the Head of the Security Service of Ukraine to lower positions in the intelligence agency or the Security Service of Ukraine, as well as sent for further military service from the intelligence agency body or the Security Service of Ukraine to the Armed Forces of Ukraine and other military formations upon agreement between the intelligence body or the Security Service of Ukraine and the relevant military formation with exclusion from the personnel lists of the intelligence body or the Security Service of Ukraine from which they were withdrawn and inclusion in the personnel list of the formation , to which they arrived, with further retraining (retraining);
3) citizens of Ukraine who study in educational institutions and had the right to deferment for the duration of their studies, in case of loss of this right in accordance with Art. 23 of the Law of Ukraine "On Mobilization Training and Mobilization" retain this right until the end of the current academic year;
4) basic combined military training, defined in Art. 10-1 of the Law of Ukraine "On Military Duty and Military Service", starting from September 1, 2025:
- for citizens obtaining higher education - in institutions of higher education of all forms of ownership, as well as educational institutions with specific training conditions that train police officers;
- for citizens who are planning to enter the civil service for the first time, service in local self-government bodies, take positions in prosecutor's offices, as well as other citizens (at will) - in training units (centers) of the Armed Forces of Ukraine;
5) requirements for candidates for positions in the civil service, service in local self-government bodies, and prosecutors regarding their completion of basic military training or military service shall begin to be applied from the day following the day of termination or cancellation of martial law, but no earlier than one year after the introduction of basic combined military training;
6) a male person under the age of 60 who has not completed basic general military training or military service may not enter service in local self-government bodies for the first time, except for persons recognized as unfit for military service due to their health;
7) requirements regarding the implementation by authorized representatives of the territorial center of recruitment and social support of photo and video recording of the process of presentation and verification of documents using technical devices and means of photo and video recording shall be applied three months after the date of publication of this Law;
8) a military registration document, which determines the eligibility of its owner for military duty, issued before the date of entry into force of this Law, is valid and does not require mandatory replacement in the event that a new form of military registration is approved by the state authority (for reasons) document;
9) no more than two assistants-consultants of the corresponding People's Deputy of Ukraine may be booked during martial law in order to ensure the proper performance of the powers of People's Deputies of Ukraine.
