The Profile Committee Recommends Adopting as a Basis the Project on Ensuring Adequate Conditions of Remuneration for Local Self-Government Officials
Introduction
The profile committee of the Verkhovna Rada of Ukraine on social policy and labor issues recommended adopting as a basis the project of the law, which is aimed at ensuring decent working conditions for local self-government officials. This project aims to improve the wage system, increase the level of social security and motivation for employees of local self-government bodies.
Basic Provisions of the Draft Law
1. Determination of the Principles of Paying for Work
The draft law provides for the establishment of clear principles on which the remuneration system of local self-government officials will be based. Among the main principles:
Fairness: Ensuring equal pay conditions for officials of equal categories.
Transparency: Creating a transparent system for determining and calculating wages.
Dependence on Results: Establishing the dependence of the salary on the results of work and the performance of job duties.
2. Wage structure
The draft law establishes a new salary structure, which includes:
Basic Salary: Fixed salary, which depends on the position category and rank of the official.
Supplements and Allowances: Additional payments for seniority, performance of particularly important tasks, work in difficult conditions, etc.
Bonuses: Payments for achieving high results in work and meeting planned indicators.
3.Social Guarantees
The draft law provides for the strengthening of social guarantees for local self-government officials, including:
Pension Provision: Increasing contributions to the pension fund and ensuring decent pension benefits.
Medical Insurance: Introduction of mandatory medical insurance for officials.
Vacations and Sick Leave: Improving conditions for granting vacations, sick leave and other social benefits.
4. Improvement of Qualifications
One of the important aspects of the project is the introduction of a system of continuous professional development of local self-government officials. This includes:

The draft law proposes amendments to the Law "On Service in Local Self-Government Bodies", namely:
- the minimum salary of a local self-government official is established at a level not less than the minimum wage;
- mandatory publication of decisions of local self-government bodies on the establishment of bonuses, additional payments for additional workload, other monetary payments to local self-government officials with their justification on the official website of the relevant council no later than 10 calendar days after the adoption of the relevant decision.
Based on the results of the review, the Committee decided to recommend that the Verkhovna Rada adopt draft law No. 11054 as a basis.
