Passing the military medical commission during mobilization.
In order to ensure the acceptance of physically fit persons for military service and assessment of the suitability of military personnel, conscripts, reservists and flight personnel, the Ministry of Defense of Ukraine issued Order No. 402 on August 14, 2008, which approved the Regulation. on military medical examination in the Armed Forces of Ukraine (hereinafter - Regulations). This Regulation establishes guidelines for the recruitment process, including the health assessment, the acceptance of persons for military service under contract and the assessment of the suitability of flight crew members.
The military medical examination assesses the fitness of conscripts, conscripts, conscripts and reservists for military service. It also determines the connection of diseases and injuries (such as wounds, contusions, mutilations) to military service. In addition, the necessity and parameters of providing medical social rehabilitation and assistance to military personnel are assessed.
A military medical examination is a complex medical examination that the following persons are required to undergo:
• Conscripts, military personnel and members of their families (with the exception of family members of conscript military personnel)
• Reservists and reserve candidates
• Citizens accepted for military service under a contract
• Candidates for training in higher military educational institutions, military educational units of higher educational institutions, institutions of professional improvement of military education (hereinafter - VVNOZ)
• students of military (naval, military and sports) lyceums (called lyceum students)
• Persons released from military service
• Determining the level of suitability for military service and high school education
• establishing a causal relationship between diseases, injuries (wounds, contusions, mutilations) of military personnel, conscripts, reservists, persons released from military service, as well as a causal relationship of diseases, injuries (wounds, contusions, mutilations) that caused the death of servicemen and persons released from military service.
Medical examination is carried out by military medical commissions (MMCs) in order to determine suitability.
1. conscripts, conscripts, reservists (candidates for reservists) for military service;
2. Military servicemen for military service.
3. Military servicemen for military service in certain military specialties.
4. Military personnel, including conscripts, reservists, reserve candidates - for service in amphibious troops, submarines, surface ships, marines and special purpose units.
5. Before military service, those wishing to study at VVNIZ or are lyceum students.
6. Candidates for contract military service.
7. Selection of candidates for participation in international operations to maintain peace and security both within the country and abroad is carried out.
8. Military personnel, including conscripts and reservists, are assigned to work with sources of ionizing radiation, components of rocket fuel, electromagnetic fields, laser radiation, microorganisms of I - II groups of pathogenicity, especially dangerous infectious diseases.
9. Military servicemen are appointed to serve in special institutions.
In addition, the purpose of the medical examination is to establish:
1. Can servicemen and their family members serve and live abroad.
2. The need for leave due to illness or injury.
3. The need for long-term specialized treatment, medical observation or training in specialized educational institutions of family members of military personnel, taking into account their state of health.
4. The need for long-term treatment.
The results of the medical examination are entered into the Unified record of conscripts, reservists, and reserve candidates in accordance with the legislation.
The mobilization process involves the implementation of a number of measures for the effective transfer of the national economy, activities of state authorities, local self-government, enterprises, institutions and organizations to functioning in special conditions. In addition, it concerns the organization and readiness of the Armed Forces of Ukraine, other military formations, emergency and rescue services of civil defense in wartime. Mobilization can be both comprehensive and selective, carried out openly or secretly, as specified in Article 1 of the Law of Ukraine "On Mobilization Training and Mobilization".
By Presidential Decree No. 64/2022 on February 24, 2022, martial law was introduced in response to the military aggression of the Russian Federation against Ukraine. In addition, Presidential Decree No. 65/2022 announced general mobilization.
