Internally displaced persons (IDPs) in Ukraine face many challenges, including the loss or damage of educational documents. To restore higher education documents, a specific procedure must be followed, as regulated by current Ukrainian legislation. This article provides a detailed overview of the process for obtaining a duplicate higher education diploma for IDPs.
Procedure for Obtaining a Duplicate
1. Application to the Higher Education Institution
The first step in the procedure for obtaining a duplicate higher education diploma is to apply to the higher education institution that issued the original document. The IDP must submit an application addressed to the rector (director) of the institution, stating the reason for the duplicate (loss, damage, etc.). The application should be accompanied by copies of identity documents and, if possible, documents confirming the IDP status.
2. Confirmation of the Issuance of the Original Document
The higher education institution must verify the issuance of the original document. This is done using the institution's archival records or databases. If the information is confirmed, the institution issues a certificate of document loss, which is the basis for the production of the duplicate.
3. Submission of Documents to the Ministry of Education and Science of Ukraine
After receiving the certificate of document loss, the IDP must submit a set of documents to the Ministry of Education and Science of Ukraine. The set includes:
- Application for obtaining a duplicate;
- Copy of the identity document;
- Copy of the identification code;
- Certificate of document loss;
- Document confirming payment for the duplicate production services.
4. Review of the Application and Production of the Duplicate
The Ministry of Education and Science of Ukraine reviews the submitted documents and makes a decision on the production of the duplicate. The application review period is up to 30 calendar days. Once the duplicate is produced, it is sent to the higher education institution that issued the original document.
5. Issuance of the Duplicate
The higher education institution informs the IDP about the readiness of the duplicate and issues it to the applicant in person or to their representative (with a notarized power of attorney).
Specifics for IDPs
For internally displaced persons, the process of obtaining a duplicate can be complicated by the lack of access to documents or educational institutions in temporarily occupied territories. In such cases, several additional aspects must be considered:
1. Application to Other Higher Education Institutions
If the higher education institution is located in a temporarily occupied territory and it is impossible to submit an application in person, the IDP can apply to any other higher education institution in Ukraine. This institution acts as an intermediary between the applicant and the Ministry of Education and Science of Ukraine.
2. Establishing the Fact of Education
If it is not possible to obtain a certificate of document loss due to temporary occupation, the IDP can apply to the Ministry of Education and Science of Ukraine to establish the fact of education and obtain documents from other sources, including the Unified State Electronic Database on Education (USEDE).
3. Simplified Procedure
Given the special status of IDPs, the Ministry of Education and Science of Ukraine may introduce a simplified procedure for processing applications, which includes reducing the review period and lowering the cost of services for producing the duplicate.

The legal analysis of the situation and the analysis of the documents indicate that obtaining a duplicate document on higher education for internally displaced persons in Ukraine is a process that requires some effort and time. However, compliance with the established procedures and timely appeal to the relevant authorities allows to solve this problem effectively.
