The following types of educational activities are subject to licensing:
1. Higher education:
- According to a certain level of higher education: elementary (short cycle), first (bachelor's), second (master's), third (educational-scientific/educational-creative).
- According to educational programs that provide for the assignment of professional qualifications in professions for which additional regulation has been introduced at a certain level of higher education.
- Institutions of higher education, with the exception of scientific institutions, can obtain a license for obtaining higher education at the third level (educational-scientific/educational-creative), provided they have a license for the second level (master's).
2. Postgraduate education:
- Advanced training or training in an internship in a relevant specialty.
- Improving the qualifications of employees, the obligation of which is stipulated by law.
- Internship training.
3. Professional preliminary higher education:
- According to the relevant specialty.
- Training of foreigners and stateless persons in accredited specialties.
4. Professional (vocational and technical) education:
- By profession or class of the classification group of the National Classifier of Professions DK 003:2010.
- Primary professional training, vocational training, retraining, advanced training at the first (primary), second (basic), third (higher) level of professional (vocational and technical) education.
5. Complete general secondary education:
- According to a certain level of complete general secondary education: primary education, basic secondary education, specialized secondary education.
6. Preschool education:
- By the level of preschool education.
7.Extracurricular education:
- Licensing of educational activities in the field of out-of-school education can be carried out by decision of the founder(s) of an out-of-school education institution, the founder(s) of another legal entity that ensures (will ensure) the acquisition of out-of-school education, or a natural person-entrepreneur who ensures (will ensure) the acquisition of extracurricular education.
During licensing, the ability of the licensee (licensee) to conduct educational activities in accordance with the requirements established by the Licensing Conditions is established.
Special requirements for the initiation and implementation of educational activities
Licensees are prohibited from engaging in or participating in the activities of religious organizations or political parties, with the exception of educational institutions subject to the second part of Article 31 of the Law of Ukraine "On Education".
The licensee (licensee) cannot be under the direct or indirect control of residents of countries that carry out armed aggression against Ukraine or whose actions create conditions for military conflict and the use of military force against Ukraine, and cannot act in the interests of such persons.
