This status is granted to persons who took direct part in hostilities and provides a number of social benefits and guarantees. Who has the right to receive the status of UBD

According to the legislation of Ukraine, the following categories of citizens can receive the status of a participant in hostilities:

  1. Servicemen of the Armed Forces of Ukraine.

  2. Employees of the Ministry of Internal Affairs and other law enforcement agencies who participated in hostilities.

  3. Volunteers and members of volunteer formations who participated in the defense of Ukraine.

  4. Persons who participated in international peacekeeping operations.
    Other persons who performed tasks in combat zones, as provided by law.

All these categories have the right to receive the status of UBD, if their participation in hostilities was officially confirmed by relevant documents.

Procedure for obtaining UBD status

 Getting the status of udb. Obtaining a UBD involves several stages, each of which is important and requires careful preparation.  Registration of UBD status - we will consider them in detail.

  • 1. Collection of necessary documents

The first thing you need to do to get UBD status is to collect the necessary package of documents. The main documents are:

  1. Petition (application) for granting the status of UBD. This document is drawn up in writing and must contain a request for status.

  2. Documents confirming participation in hostilities. These can be excerpts from orders, certificates of participation in hostilities, service characteristics, commanders' reports, eyewitness accounts, etc.

  3. Military ID or other document confirming service in the Armed Forces or other law enforcement agency.

  4. Passport of a citizen of Ukraine and identification code.

For persons who took part in hostilities as part of volunteer formations, it is additionally necessary to submit:

  1. A certificate from a volunteer organization about participation in hostilities.

  2. Documents confirming membership in a voluntary formation.

  • 4. Obtaining a UBD certificate

In the case of a positive decision of the commission, the applicant is issued a certificate of registration . This certificate is an official document that confirms the status of the UBD and gives the right to receive the provided benefits and social guarantees.

Benefits and social guarantees for UBD

Persons who have received the status of UBD are entitled to a number of benefits and social guarantees that help them and their families. The main benefits include:

  1. Medical support. UBD have the right to free treatment and provision of medicines.

  2. Social welfare. This includes benefits for the payment of communal services, the possibility of receiving subsidies, discounts for the payment of transport, and others.

  3. Housing benefits. UBDs can receive housing subsidies or housing provision in the absence of their own.

  4. Educational benefits. Children of UBD have the right to free education in state educational institutions.

  5. Pension provision. UBDs have the right to pension increases and additional payments.

  6. Employment and professional adaptation. UBDs have the right to priority employment, the possibility of obtaining a new profession or retraining.

Problems and challenges in the process of obtaining UBD status

Despite the existence of legal norms, the process of obtaining the status of the UBD often faces various problems and challenges. Including:

  1. Difficulties with collecting the necessary documents. This especially applies to volunteers or persons who took part in hostilities as part of unofficial formations. 

  2. Bureaucratic obstacles. Often, the process of reviewing documents is delayed due to the complexity of procedures and insufficient coordination between various departments.

  3. Opacity of the process. Sometimes the commissions' decisions are unpredictable, which creates additional problems for applicants.

  4. Social stigmatization. Unfortunately, in some cases, combatants face a negative attitude from society, which can complicate the process of receiving benefits and support.
