STEP 1: IS IT LEGAL?
Let's start with the fact that serving a summons in a restaurant, sports club or any other public place IS LEGAL. Because the summons does not necessarily have to be filled out in the territorial center of recruitment and social protection. This can be done anywhere.
But even here, as they say, there are nuances.
This can be done either personally by the head of the TCC or in his presence.
Before serving the summons, TCC employees must establish the identity of the conscript. For this, a passport of a citizen of Ukraine or, for example, a driver's license will do.
Remember - the form cannot be completely empty. That is, cases when blank summonses are stamped, and then they come home or are simply handed on the street without a stamp and signature of the head of the TCC — THIS IS ILLEGAL
STEP 2: PLAY BY THE RULES
The main rule is to always carry your passport or driver's license with you so that TCC employees can identify you.They have the right to issue a summons, which means they can serve it on an adult, not older than 60 years.
And only to you personally. That is, they can theoretically send the summons "through their mother" or any of their relatives. But this piece of paper will have no weight without your signature.
STEP 3: WHO ARE THESE PEOPLE?
Make sure that the people standing in front of you have the right to issue a subpoena. The easiest way is to check their official certificates and the presence of an order from the head of the TCC to issue summonses. Someone from this list can issue a subpoena:
representatives of TCC
officials of the district or city TCC
heads of state bodies
heads of local self-government bodies
heads of ZHEK or condominiums
employers, managers of enterprises, institutions, organizations, in particular educational institutions, regardless of the subordination and form of ownership of their employees and students
