Direction for the passage of MSEC at the place of residence
Servicemen who were injured or ill during military service should be sent to a military medical institution for the passage of a military medical commission in order to clarify the degree of suitability of a person for further service.
If a person was found unfit for further military service, then such a person is dismissed due to unfitness. In this case, the person has the right to apply for a referral to undergo MSEC.

What to refer to when making an application?
The medical and social expert commission establishes a causal relationship between the disability of former military personnel and their stay at the front or with the performance of other duties of military service by them is established on the basis of documents issued by military medical institutions, as well as other documents confirming the fact of receiving such an injury (disease).
Establishing the loss of a percentage of working capacity or disability is necessary for the subsequent receipt of lump-sum cash payments to military personnel.
The right to undergo a medical and social examination is enshrined in the Regulations on the procedure, conditions and criteria for establishing disability, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 1317. When writing an application, it is necessary to make a reference to this Regulation in order to argue that your right belongs.

What documents to attach to the application for referral to the MSEC?
At the end of the application, you should indicate the list of documents that you add to confirm your eligibility for a referral. Among them should be:
A copy of the decision of the military medical commission;
Other supporting documents:
- information about the circumstances of illness, injury;
- other documents confirming the right to receive a referral.
In the case of applying for a referral to the MSEC after decommissioning from military service to a family doctor, and not to a territorial recruitment and social support center, the payment of a lump-sum allowance will be denied, because it will not be proven that the disease was received during military service.
