Exceptions to the postponement of mobilization for graduate students:

Under the new rules, full-time graduate students are eligible for deferment from mobilization, but there are certain exceptions. Here are the main nuances to consider:

1. Conscription: Postgraduate students can submit a personal statement of their desire to be conscripted into military service. In such a case, a postponement is not granted, and the graduate student can be mobilized early, according to his application.
    
2. No deferment for certain majors: If a graduate student is pursuing a major that is related to military affairs or national security, no deferment from mobilization is granted. This applies to military and related specialties that are directly related to national security.
    
3. Conscription during studies: Full-time graduate students may be conscripted as part of annual operational deployments of mobilized citizens, even during studies. This means that deferment is not an absolute defense against conscription in the context of operational needs.
    
4. General conditions after graduate school: After completing graduate studies and defending the thesis, graduate students are subject to general conscription for military service on general grounds. The deferment for the period of training ends and they can be drafted into the army according to the general rules.

The process of deferment of students, graduate students:

• Conscripts personally submit an application in the name of the head of the commission of the district (city) territorial center of staffing and social support or its department. The application must be submitted using the form specified in Appendix 4 to Resolution No. 560. Documents confirming the right to postponement, or their copies certified in accordance with the established procedure, are attached to the application.
   
• The application of a conscript is subject to mandatory registration at the territorial recruitment and social support center.
  Submitted documents are considered by the commission formed at district (city) territorial centers of recruitment and social support.
   
• The commission examines the application and supporting documents, assesses the legality of the grounds for granting a postponement.
   
• If necessary, requests are prepared to the relevant state authorities to obtain information confirming the applicant's right to deferment. It is also possible to check information from public electronic registers.
   
• The commission makes a decision on granting or refusing to grant a postponement based on the consideration of the received documents. If a decision is made to grant a deferment, the conscript is issued a certificate in the form specified in Appendix 6 to Resolution No. 560, indicating the term of the deferment. In case of refusal to grant a postponement, a message is sent to the person.

The procedure for obtaining a certificate of education

In order to receive a postponement of conscription for military service during mobilization, conscripts must provide a certificate of educational attainment, which is generated in the Unified State Electronic Database on Education. Here's how it's done according to requirements:

1. The certificate about the student of education is created in the Unified State Electronic Database on Education (UEDEBO). This database contains up-to-date information on the status and achievements of education seekers. The certificate must be made according to the form approved by the relevant regulatory acts. Usually, the certificate form corresponds to the samples approved by the Ministry of Education and Science of Ukraine.
    
2. To obtain a certificate, graduate students or students must contact the administration of their educational institution, which has access to the EDEBO and can issue an official certificate.
    
3. The educational institution creates a certificate in the electronic database and provides it in the form of a document that can be printed or sent electronically.
    
4. The certificate is submitted together with the application for postponement to the district (city) territorial center of recruitment and social support or its department.
    
5. Make sure that the certificate meets all the requirements specified in the regulation and other regulatory acts and contains all the necessary information to prove the right to deferment.
