"OBERIG" REGISTER
The Government of Ukraine initiated the launch of the Electronic Cabinet for persons with military duty and established rules for checking the legitimacy of military documents outside the country. On May 10, the Cabinet of Ministers approved the procedure for managing the "Oberig" Register, which regulates access to the Electronic cabinet of conscripts.
The specified Procedure regulates the processes of collection, storage, processing and use of information from the Register, as well as specifies the mechanism of verification of military registration documents by Ukrainian consular institutions abroad. It also defines the rules for updating the personal data of conscripts and reservists.
The document establishes the basis for the information interaction of the "Oberig" Register with other information systems, registers and databases belonging to the central executive authorities. It also defines the criteria for electronic identification in Electronic Offices, the list of data displayed in them, and the set of services available through these offices for conscripts, conscripts and reservists.
CREATION OF AN ELECTRONIC MILITARY ACCOUNTING DOCUMENT
The "Oberig" registry allows for automatic verification of persons without their direct participation, which helps to identify those who have not updated their data. Thanks to this register, an electronic military accounting document is also formed, which will have the same legal force as a paper counterpart. The Ministry of Defense is cooperating with the Ministry of Digital Transformation to create such a document, as reported by Deputy Minister of Defense Kateryna Chernogorenko.The new electronic document will be useful both for conscripts and for employees of territorial procurement centers (TCC). According to the new legislation, representatives of the TCC or the police can use specialized software with access to the "Oberig" Register to check data.
THE "OBERIG" REGISTER WILL SHOW WHETHER A SUMMONS WAS SERVED
The Ministry of Defense has expanded the functionality of the "Oberig" Register by adding the ability to check whether a summons has been served on a person and to determine the date of service.
The Oberig registry continues to integrate with other government registries, including the registers of the tax service, civil status records, judicial administration, border services, education and migration services. The Pension Fund register is also in the process of being connected, from which the Ministry of Defense will receive data on the work experience of individuals.
The "Oberig" register is an electronic database that is automatically updated with information from various state registers and data collected by the TCC. It contains important information about individuals, such as personal data, place of residence, marital status, employment, education, and more.
The registry also aims to prevent corruption by allowing unusual activity to be detected, such as a sudden increase in the number of people removed from military registration. The Register is owned by the Ministry of Defense, and managed by the General Staff, SBU, and intelligence. Information is entered by TCC officials who have access to state secrets.

Conscripts will be able to update their data through the Electronic Cabinet, which the Ministry of Defense plans to launch in the near future.

According to the new rules, conscripts will be able to update their contact information and residential address through the Electronic Cabinet, and information verification will take place through BankID.
