The Ministry of Education presents the concept of a new law related to vocational education.
The Ministry of Education presented a draft of the new law on professional education, which provides for significant changes in this area. The draft law is available for public discussion on the MES website until May 2, 2024. The new law is motivated by the economy's need for quality personnel and the demand for specialists for the future reconstruction of the country.
The draft law describes a number of changes, including the active participation of business in the educational process, expanding the autonomy of educational institutions, improving educational programs, deregulating the industry and updating terminology. Minister of Digital Transformation and Deputy Prime Minister for Innovation, Development of Education, Science and Technology Mykhailo Fedorov emphasized the need for changes in legislation to respond to the challenges and needs of the labor market, update educational programs and build a modern and flexible system of professional education.
The draft law describes changes related to the active involvement of business in the educational process, expansion of the autonomy of institutions, improvement of educational programs, deregulation of the field, as well as updating of terminology.
In particular, the document proposes to more actively involve business in the educational process through the creation of a collegial governing body of the supervisory board in vocational education institutions, participation in the development of new qualifications, the appointment of a manager, etc. ) non-commercial enterprise.In addition, the possibility of introducing a single level of professional education (educational qualification) and a single type of institution - a professional college - is being considered.
At the same time, the draft law emphasizes the improvement of educational programs and curricula, in particular, the acquisition of professional education according to the educational programs of the senior professional school of professional direction. Another important change is the deregulation and debureaucratization of the system of professional education. Such changes are planned to be introduced by guaranteeing the possibility of obtaining professional education without being tied to the place of registration, a clear division of powers of management bodies in the field and drawing up educational programs based on professional standards, and canceling the certification of institutions.
The draft law also proposes to update the terminology, in particular to change the name of the field from "professional-technical" to "professional", "skilled worker" to "specialist", as well as to move away from the concept of "pupil", replacing it with "student".
Public discussion of the draft law will continue until May 2, 2024.
The draft law "On Vocational Education", presented by the Ministry of Education and Culture, defines new principles for the development of this field. Its main goal is to provide the economy with qualified specialists and support the process of rebuilding the country. The bill proposes a number of initiatives, including the involvement of business in the educational process, changes in educational programs, improving the autonomy of educational institutions, and deregulation in the field of professional education. The purpose of these changes is to build a modern and flexible system of professional education that meets the needs of the modern labor market.
The proposed document includes an initiative to expand the autonomy of educational institutions, giving them the opportunity to conduct economic activity as a state (municipal) non-commercial enterprise. One of the key proposals is the introduction of a single level of professional education (educational qualification) and the standardization of the type of educational institution, limiting it to only a professional college.
Minister of Education and Science Oksen Lisovyi noted that the existing law on professional education has been in effect since 1998 and does not take into account all modern changes in the field of education. Taking into account the development and needs of the labor market, as well as the experience of previous reforms, the Ministry developed a new draft law. This document opens up new opportunities for business to actively participate in the formation of future specialists, responding to modern requirements and economic challenges.
One of the key innovations is the deregulation and debureaucratization of the professional education system. This provides for the possibility of obtaining professional education without restrictions based on the place of registration, a clear division of functions between management bodies in the field of education, as well as the development of educational programs based on professional standards and the distinction of certification of institutions.
Deputy Minister of Education and Science of Ukraine for Digital Development, Digital Transformations and Digitization Dmytro Zavhorodniy emphasized that the new draft law is an important tool for supporting the reform of professional education in Ukraine. He noted that the draft law takes into account previous experience and modern requirements of the labor market and the economy. The main emphasis will be placed on the integration of employers in cooperation with professional technical educational institutions and the simplification of regulation Dmytro Zavhorodnyi.

Ukraine has positive experience in solving topical issues related to the development of professional (vocational and technical) education. Since 2016, at the expense of the state budget (350 million hryvnias), 184 educational and practical centers of industry orientation have been established on the basis of existing professional (vocational and technical) education institutions.At the same time, there remain a number of urgent problems that need to be solved: outdated material and technical base of professional (vocational and technical) education institutions; inefficient multi-level management of professional (vocational and technical) education;
inconsistency of educational programs, the level of quality of training of vocational (vocational and technical) students with the requirements of employers and the needs of the individual; lack of ongoing analysis and monitoring of labor market needs, in particular at the local level
The draft law "On professional education" was developed with the expert support of the Committee of the Verkhovna Rada of Ukraine on Education, Science and Innovation, the Federation of Employers of Ukraine, the EU program "EU4Skills: Better skills for modern Ukraine" and the Swiss-Ukrainian project "Decentralization for the Development of Democratic Education".
