Complaint against the carrier to the State Service of Ukraine for Security on Ground Transport
On May 7, 2017, the Law of Ukraine “On Amendments to Certain Legislative Acts of Ukraine on the Implementation of an Automated Fare Accounting System in Urban Passenger Transport” adopted on January 17, 2017 No. 1812-VIII came into force. The law provides for the introduction of a single electronic ticket to pay for travel in urban passenger transport.
Persons with the status of a participant in hostilities, persons with disabilities as a result of the war and those accompanying these persons are entitled to preferential travel in various modes of transport. Such persons are entitled to receive a single electronic ticket free of charge.
But from time to time there are situations in which persons with status are denied the right to free travel.

Making a complaint: content and structure
If you were denied preferential travel by any transport in violation of the norms established by law, we recommend that you file an appropriate complaint.
Structurally, the complaint consists of:
Information about the complainant (name, status);
Information about the carrier, vehicle, driver;
Statement of information about the violation committed;
link to the current regulatory framework;
Statement of opinion on each individually violated rule to which you refer;
Request for consideration.
Complaints of this nature provide a detailed description of the events and actions taken by the parties, because the Civil Service must expertly analyze the situation in order to provide a meaningful response and make decisions to eliminate violations and their consequences.
It is also important to make a reference to Article 37 of the Law of Ukraine "On Road Transport" stating that a road carrier carrying passengers on public bus routes is prohibited from refusing preferential transportation, except as provided by law.

Grounds for filing a complaint

A copy of the certificate of a participant in hostilities;
A copy of the identity card of a person with a disability as a result of the war;
