The financial support of military personnel is extremely important.
Entering military service, a soldier faces the risk of sacrificing his life and well-being in the service of his homeland. Recognizing their bravery, dedication and the potential risks and injuries they may face, the state ensures that service members receive adequate material, financial and other forms of security that meet the requirements of their military duties.
A military serviceman's financial assistance consists of two parts: salary and salary according to rank. The official salary is determined by multiplying the subsistence minimum by a factor that corresponds to the established tariff class for the position held.
- Seniority allowance.
- Various monthly material payments (allowances, allowances, additional payments, permanent incentives, bonuses).
Among the additional forms of one-time financial assistance is monetary assistance for rehabilitation, which is provided together with annual basic leave. The amount of this assistance cannot exceed the monthly allowance of a serviceman. In addition, there is financial assistance for solving social and household issues, also known as material assistance. The criteria for receiving this assistance are determined by a separate order of the Minister of Defense of Ukraine, namely order No. 2683 of February 1, 2023.
This financial assistance is provided once a year and should not exceed the monthly allowance of military personnel.
- A lump sum payment given to servicemen upon discharge or discharge is equivalent to 25 to 50 percent of their monthly allowance for each full year of service provided they have served at least 10 years.
- Additional compensation in the amount of 30,000 or 100,000 hryvnias, as specified in the Resolution of the Cabinet of Ministers of Ukraine dated February 28, 2022 No. 168. This payment is made for the period of martial law and is calculated monthly, in proportion to the duration of combat or special tasks.
Resolution No. 704 of the Cabinet of Ministers of Ukraine dated August 30, 2017 and Order No. 260 of the Ministry of Defense of Ukraine dated June 7, 2018 establish the specific types, amount and terms of payment. both primary and additional material assistance to servicemen of the Armed Forces of Ukraine and some other persons.
It is important to know that when a serviceman is discharged from military service, a comprehensive calculation must be made before removing him from the personnel of a military unit.
One of the primary problems with financial support during military service and discharge is the frequent issues of non-payment or incorrect calculation of benefits. In particular, there are two main problems in this regard. Firstly, the financial support is currently calculated based on the amount of the subsistence minimum as of January 1, 2018 (UAH 1,762.00), and not the updated amount of the subsistence minimum as of January 1, 2024 (UAH 3,028.00). This discrepancy results in a monthly underpayment of 30%.
The annual readjustment of financial assistance depends on using 50% of the minimum wage as the determining factor.
Monetary compensation is provided for the remaining unused days of basic leave.
4. Receiving a monetary reward for unused additional vacation days:
- monetary reward for a long vacation during combat operations.
- material compensation for additional leave during combat duty.
- The flight crew has the right to receive monetary compensation for additional leave due to the uniqueness of the service.
- Cash compensation for additional leave is provided for the flight crew.
5. Payment of one-time cash compensation upon dismissal (severance pay).
6. Additional compensation in the amount of UAH 30,000 or UAH 100,000 is provided for the duration of treatment after an injury or contusion.
7. Cash security will be indexed.
8. In case of non-receipt of tangible property, at the time of dismissal, its value must be compensated.
